1. As a mark of respect, the President of the Republic of South Africa has given instructions for the National Flag to be flown at half mast throughout the country from Tuesday, 23 November 2004 until the evening of the funeral of the late Ms Joyce Kgoali, National Council of Provinces Chairperson.
2. When the National Flag is to be flown at half mast, it should first be hoisted to the top of the flagpole and then slowly lowered to a position one third of the length of the flagpole from the top of the pole. Before the flag is lowered at sunset, or at the appointed time, it should first be hoisted to the top of the flagpole. Regulations require that no other flags (e.g. SAPS, SANDF, corporate flags) should be displayed when the National Flag is flown at half mast.
