1. As the purchasing and payment of goods/services are time-consuming processes, all responsibility managers are requested to submit requests for goods and services for the current financial year to Mr RL Africa in Room 6-03 by no later than 29 November 2004. This means that requests and payment can be processed before the end of the current financial year.
2. The procurement prescriptions do not allow any invitation for offers (both formal tenders and Sourcelink cases) to close between 15 December and 15 January (businesses are normally closed during this period). Since 15 December 2004 is only a month away, your duly completed requisition form (VA2), with the specifications of the goods/services as well as the completed BAS 0002 (Allocation attachment), must therefore be submitted timeously.
3. There is reason to believe that responsibility managers are under the impression that requests to deviate from the normal procurement prescriptions can be submitted at any time. As needs for goods and services should be thoroughly planned, the measures pertaining to deviation from the prescriptions were introduced mainly to provide for cases of emergency. Cases of advertising for offers over shortened advertisement periods and applications for quotations invited outside the normal prescriptions, can therefore not be considered.
4. Should requests for goods and services be submitted late, these expenses may have to be debited against the budget for 2005/06, something, which for obvious reasons, must be avoided.
