1. The process leading up to the awarding of the General Education and Training Certificate (GETC) is in its final developmental phase. To be able to award the GETC in future, all Grade 9 learners will have to be registered and their results captured on the WCED system. All registered WCED institutions offering Grade 9 are therefore requested to register their Grade 9 learners.
2. During the November 2003 assessment a large percentage of schools did not submit their mark sheets which caused a tremendous disruption as well as unnecessary expenditure for the Directorate: Examinations. Closing dates were not adhered to which had a negative impact on the entire pilot project. Principals are therefore urgently requested to give their full co-operation in this regard.
3. Kindly note that the learners will automatically be registered for Mathematical Literacy, Mathematics and Mathematical Sciences (MLMMS), Natural Sciences (NS), Social Sciences (SS), Technology (TECH), Economic and Management Sciences (EMS), Arts and Culture (AC) and Life Orientation (LO).Schools must indicate what languages the learner offer in respect of the learning area Language, Literacy and Communication (LLC).
4. Particulars must be printed in ink, using block letters.
5. If an error occurs, it must be carefully corrected.
6. Entry forms must be arranged in strict alphabetical order.
7. Principals must ensure that an entry form is completed for each learner. Forms must also be completed in respect of absent learners.
8. Principals should note that they are responsible for the correctness of the information on the forms and that these forms should under no circumstances be completed by the learners themselves. The learners should check that their entries are correct.
9. Please check the correctness of the following information:
  • Certificate language - Indicate the appropriate code (A - Afrikaans, E - English, X - IsiXhosa, Z - IsiZulu).

  • Diacritics on Name (Are there any diacritical marks in the learner’s surname(s) or first name(s) e.g. ê or ë?) indicate “Y” (Yes) or “N” (No) in special indicator box.

  • Disabled - Indicate the appropriate code (kindly note that the following codes represent different barriers : R - Deaf, S - Blind).

10. Race:

This indicator is required by the National Department of Education for statistical purposes. The Department is thoroughly aware of the sensitivity surrounding the indication of race on any form. It is, however, important for the National Department of Education to analyse the progress made in education since 1994 in order to address any shortcomings which may be identified. Principals and learners are therefore requested to give their full co-operation in this regard.


11. Signing of entry forms:
11.1 After the principal has completed the entry form, the learner as well as the principal must in the space provided at the bottom of the form certify the information as correct and complete.
11.2 The entry form of a learner who is not available owing to illness or other unavoidable circumstances should be signed by the Principal who should, however, indicate next to his signature that the learner was absent.
12. The attached registration forms must be completed by all schools and returned to Mr L.L. Van Gensen, Western Cape Education Department, Directorate: Examinations, Private Bag X9114, Cape Town, 8000 by not later than Friday, 19 March 2004.
