1. Principals are hereby requested to submit all applications for examination concessions (additional time or any other alternative or adapted method of examining) in respect of candidates for the Senior Certificate examination, in accordance with the guidelines as set out in Annexure A of Examination Circular Minute 0015/99 dated 3 September 1999, to the Department no later than 30 July 2004. If your school/centre is not in possession of such policy document it can be obtained from the Directorate: Examinations.
2. A detailed professional report (not older than 3 years) from a medical doctor, para-medic or pyschologist and other supporting evidence, (test results,examination results etc.) must accompany Annexure B (the prescribed application form).
3. In cases when application is made for the weak spelling or handwriting problem of a candidate to be brought to the attention of the examiners, written examples of the learner’s written work (that would illustrate the problem) must be submitted.
4. The principal must submit a clear explanation of the candidate’s problems as observed in the classroom. If the problem is chronic, it must be indicated what concessions had been granted previously during the candidate’s school career.
5. Applications for additional examination time, owing to unforeseen circumstances such as fractures of the arm or finger that occur after 30 July 2004, must also be submitted on the prescribed form. However, if the urgency of the situation warrants it, application may be made by telephone, after which the necessary forms and medical or other supporting documents must be submitted by mail or fax. 6. The Department’s decision regarding an application for additional time, as well as other adaptations, will be sent to the principal and is valid for the November as well as the February/March supplementary examination unless otherwise stated. The principal must notify the invigilator and candidate in writing of the decision.
7. Please note that permission for additional time for internal examinations, up to and including the September Grade 12-examination, may be granted only by the circuit manager concerned. (Principals should keep record of such concessions).
8. All applications must be recommended and signed by the principal.
9. Kindly bring the contents of this examination minute to the attention of all those concerned.
