1. The following arrangements will apply with regard to the marking and moderation of examination scripts for the 2004 Supplementary Examination. An URGENT appeal is made to examiners to complete the marking within the specified period as set out below to ensure that the predetermined return dates in respect of the finalising and release of the examination results can be adhered to.
(i) Seven (7) working days after an examination in a subject has taken place, the Directorate: Examinations will forward all the examination scripts to the CHIEF EXAMINER ONLY for marking by him/herself as well as panel members and markers (if necessary).
(ii) Marksheets must be completed by the examiner in duplicate. The original must accompany each batch of scripts while the copies should be retained and then submitted to the Department together with other documentation such as claim forms and reports after the marking has been completed.
(iii) EXAMINERS MUST PLEASE CHECK THE EXAMINATION SCRIPTS CAREFULLY AND ENSURE THAT ALL SCRIPTS HAVE BEEN DULY MARKED, THE MARKS HAVE BEEN CORRECTLY ADDED AND TRANSFERRED TO THE MARK SHEETS. MISSING SCRIPTS MUST IMMEDIATELY BE REPORTED TO DIRECTORATE: EXAMINATIONS, AT TEL. 467-2960/1 (MS M. BUYS or MR P. KOLLER).
(iv) In cases where the marks consist of two figures only, a figure 0 should be inserted in front of the figures concerned, for example 020 for 20. Erroneous entries on the marksheets must please be scored out neatly and initialled, as un-initialled changes will not be accepted.
(v) The completed marksheets must be placed between the wrapper and the first examination script in each parcel when the examination scripts are forwarded to the Department. (Retaining the copies as per par. (ii)).
(vi) The marksheets must be completed carefully in a LEGIBLE handwriting. (Use black ink)
(vii) The scripts must be kept in strict numerical sequence.
(viii) In cases where a candidate wrote the subject/paper on a grade other than for which he/she was registered, in other words changed in the examination room from HG to SG and vice versa, an asterix (*) must be indicated next to his/her examination number and a suitable note should be made at the bottom of the marksheet.

The Department must be informed immediately of such cases in order to arrange for the marking of these scripts.


2. TESTING OF MEMORANDUM OF MARKING AND THE SUBMISSION OF FINAL REPORTS BY MODERATORS

The following procedure is prescribed with a view to ensure uniformity in the evaluation of examination answers of candidates and the maintenance of a reliable standard of awarding marks.

(i) Only the CHIEF EXAMINER will be responsible for collecting and distributing the scripts to his/her panel members. Alternative arrangements must be made with Ms M. Buys or Mr P. Koller should it be deemed necessary.
(ii) The first 20 marked scripts of each of the examiners must be submitted to the moderator, together with the memorandum of marking, amended if necessary, for his/her report.
(iii) These scripts must be forwarded directly to the moderator, and to facilitate this, examiners and moderators will be supplied with SkyNet Courier despatch notes and tracking stickers. MARKING MAY ONLY CONTINUE WITH THE MODERATOR’S PERMISSION TO THE CHIEF EXAMINER AND SUBJECT TO ALTERATIONS TO THE MEMORANDUM OF MARKING FINALLY AGREED UPON BETWEEN THE MODERATOR AND THE EXAMINER.

PLEASE NOTE: ALL COMPLETED MARKSHEETS MUST BE FORWARDED TO DIRECTORATE: EXAMINATIONS.

(iv) The moderator must moderate the examination scripts received from the panel as soon as possible, bearing the following in mind:
(a) Did the examiner apply the memorandum of marking strictly and consistently?
(b) Did the examiner maintain a uniform standard?; and
(c) Does the moderator agree with the proposed amendments, if any to the memorandum of marking?

NB: THE MODERATOR MUST RETURN THE MODERATED EXAMINATION SCRIPTS TOGETHER WITH HIS REPORT (ON FORM VRE- 604) PLUS HIS COMMENTS AND DECISIONS TO THE CHIEF EXAMINER, AND NOT TO THE DIRECTORATE: EXAMINATIONS

(v) It is the responsibility of the Chief Examiner to discuss any revisions or amendments with the moderator and together with his/her panel ensure THAT ALL SCRIPTS BE MARKED AS PER REVISED MEMORANDUM. ALSO NOTE THAT THE REVISED MEMORANDUM MUST BE SUBMITTED WITH THE CLAIM FORMS.

3. The marking must be completed not later than 2 April 2004 and all the marked examination scripts and marksheets must be in the possession of the Directorate: Examinations at 12:00 on this date.

N.B.: AN URGENT APPEAL IS MADE TO EXAMINERS TO ADHERE STRICTLY TO THE ABOVE-MENTIONED DATE AND IT IS THEREFORE RECOMMENDED THAT, WHERE NECESSARY, THE SERVICES OF MARKERS BE UTILISED.


4. A central marking centre will not be arranged for the supplementary examination. The panel of examiners must therefor themselves arrange for the marking and safekeeping of scripts. The Department can be contacted should problems be experienced with accommodation.
