1. The National Minister of Education has decided that intensive monitoring of all the examination processes of provincial education departments must take place again this year. This includes unannounced visits to the examination centres to ensure that all procedures are being carried out properly.
2. Representatives from the following three bodies will monitor the examination processes:
  • The WCED: As in the past, circuit managers, members of multifunctional teams or members of the Directorate: Curriculum Development will check whether the processes are being dealt with correctly.

  • UMALUSI - The Council for Quality Assurance in General and Further Education and Training

  • The National Department of Education

3. The monitors from UMALUSI, members of multifunctional teams and the National Department of Education have been appointed specially for the purpose and will not necessarily be accompanied by WCED officials. Members of multifunctional teams will not necessarily be monitoring in their own circuits only. Teams will be in possession of identification documents and will check all examination procedures, for example the actual writing of the examination in the examination venues, the invigilation and the safe-keeping and storage of examination papers in strongrooms.
4. No person may be allowed to enter an examination centre without producing satisfactory identification. Should there be any doubt about a person’s identity, the head of the institution must telephone the Director: Curriculum Development (Ms J Rault-Smith) at 021 467 2622 or the Director: Examination Administration (Mr AP Clausen) at 021 467 2945 without delay.
5. The WCED supports this monitoring process and is confident that the examination processes at its schools are managed with integrity. Heads of the institutions concerned are therefore urged to co-operate with the monitors in all respects.
6. Monitors have been asked to report to the office of the head of the institution when they arrive and again when they leave. Heads of institutions are requested to sign the monitoring instrument and also to ensure that the monitor completes the book on daily occurrences at the school.
7. Attached are the monitoring instruments (Annexure A and Annexure B) that will be used by monitors when they visit examination centres.
