1. GENERAL
1.1 With the view to increasing conceptual development among learners the Western Cape Education Department (WCED), through its Mathematics, Science and Technology Strategy, will be providing each state primary school with foundation phase learners with one Mathematics, Science and Technology Kit.
1.2 The items in the kit can be used to teach all the learning outcomes in the three learning areas, as well as learning outcomes in related learning areas.
1.3 It should be noted that schools with fewer than 37 learners in the foundation phase and special schools will receive a customised kit.

2. DELIVERY
2.1 Delivery will commence on 25 January 2004 and will be completed by 28 February 2004.
2.2 In each case
2.2.1 a member of the School’s Management Team (SMT) must accept delivery.
2.2.2 the container/s must immediately be opened in the presence of the courier and the items checked against the inventory list which will be in the container.
2.2.3 Tany discrepancies in quantities or damage to the actual items must be noted under the ‘Comments’ section on the way-bill presented by the courier. Damaged items must be kept by the school. (An item or its plastic container that is cracked or broken can be defined as a ‘damaged’ item. A squashed cardboard box would not be classified as a damaged item.) It should be noted that no replacements will be issued if the items damaged are not specified on the way-bill. In the event of there being discrepancies or damaged items, Supedi Trust will contact the school to exchange items. Should there be no discrepancies or damaged items, the SMT member must write “Received in good order” under ‘Comments’.
2.2.4 the way-bill must be signed by the member of the SMT with his or her name and ID number printed underneath. The telephone number of the school must be provided as well as, if possible, the school stamp.
2.2.5 the principal is requested to ensure the speedy completion of this process as the courier service runs to a tight schedule.

3. ARRANGEMENTS AFTER DELIVERY
3.1 After delivery the principal must see that all items are marked and entered into the school’s inventory.
3.2 The kit must be stored in a secure place that enjoys easy access, and a member of the SMT must be put in charge of the provisioning of items to foundation phase educators (this and other matters will be covered in the forthcoming training session).
3.3 As the kit is to be shared by all educators in the foundation phase, it is expected that it will be in fairly constant use and thus an effective system of monitoring and control is essential.

4. TRAINING
4.1 One copy of a teaching manual with lesson plans and a video will be delivered to all schools in February 2004. The manual will be provided in English or Afrikaans according to the medium of instruction of the majority of learners at the school. Schools will be able to order further copies from Supedi Trust. Replacements for kit items can also be ordered through Supedi. The contact details are in the teaching manual.
4.2 Because of limited funding, only eighty educators per EMDC will be trained by the service provider (Supedi Trust) in the use of the kit to support the achievement of the learning outcomes for mathematics, science and technology, with an emphasis on mathematics. The criteria used for selection will include schools that require specific support and schools with educators who can act as lead teachers within their cluster. The EMDC will advise by letter which schools are to receive this training.
4.3 Principals are requested to incorporate these learning support materials into their staff development plan for foundation phase educators.
4.4 Foundation phase curriculum advisors in the EMDCs will offer further support during the year.

5. QUERIES
5.1 Schools that have not received all three items: kit, training manual and video by 23 March 2004 must contact Ms L. Malan at Fax No: 021 467 2620 or via Lynette Malan with the school’s contact details and with an indication of which item(s) has/have not been received.
5.2 For all queries regarding the kit and the use thereof, schools must contact the foundation phase curriculum advisors in the EMDC.

The WCED envisages that this kit will make the teaching and learning of mathematics, natural science and technology, enjoyable and that it will strengthen the implementation of the RNCS in the Western Cape.
