1. Circular 0079/2002 dated 7 August 2002 refers.
2. Prevention and detection of fraud remains a serious matter for this province. Alleged irregularities are reported almost daily at the Western Cape Provincial Government (PGWC). Many of the cases investigated results in a disciplinary hearing, which can lead to a dismissal. PGWC is busy strengthening the Forensic Audit component and the zero tolerance policy in respect of fraud and serious transgressions will be maintained.
3. Examples of serious transgressions which could result in dismissal are:
3.1 Abuse of:
  • government property;

  • government transport; and

  • official information and technological equipment, for example computers, laptops and printers.

3.2 Falsification of source documentation and other records, for example medical certificates, academic qualifications and other related documents.
3.3 Financial mismanagement
3.4 Gross negligence
3.5 Unauthorised:
  • removal or possession of government property or equipment; and

  • use of official telephones, cell phones and fax machines for private use.

3.6 Theft, bribery and fraud
3.7 Wilful damage of government property or equipment
4. The following guidelines must be taken into account before reporting a case:
4.1 Theft of cash / money
  • definite dates, amounts, and how it takes place;

  • person/s suspected of such irregularities;

  • where it was stolen from and where it is kept; and

  • proof of expenditure of money.

4.2 Fraud
  • documentary proof or evidence of tampered documents;

  • place where fabrication takes place;

  • names of person/s, fraudulent company;

  • names used for transactions;

  • location of possible fraudulent operational activities;

  • suppliers of goods;

  • buyers of goods; and

  • monetary value, if possible.

4.3 Corruption
  • names of officials receiving kickbacks;

  • names of persons giving kickbacks in favour for work / tenders etc.;

  • list of proof of such transactions, dates etc.; and

  • monetary value, if possible.
