In terms of paragraph 6.7 of Circular 138/2003, all educational institutions must submit a quarterly Income and Expenditure Report (WCED 043) to their relevant EMDC every quarter from 1 January 2004. |

In order to comply with the stipulations of Treasury Regulation 8.4 of the Regulations promulgated in terms of the Public Finance Management Act 1999, (Act 1/1999), grants and transfer payments may only be used for the purpose for which they were originally intended. The attached form, which has been designed to ensure that this is indeed the case, must be completed by the Deputy Director: Administration of the EMDC concerned. The fully completed form must be submitted to the Director Budget Management at Head Office, for attention Ms MB van Eeden. |

In future all Norms and Standards transfer payments will be made only after the approval of the Deputy Director: Administration at the EMDC has been received on the prescribed form. |
