1.1 Le setyhula mayifundwe neeSetyhula 0099/2000 no-0031/2012 (isiHlomelo A), nakuba kunjalo, yona ayithathi ndawo yenye yezi setyhula.
1.2 ISebe leMfundo leNtshona Koloni (iWCED) nemibutho yootitshala ixhalabile lizinga lolwaphulo-mthetho olukwiindawo zabahlali abayinxalenye yezikolo zethu. Imigaqo i-Regulations for Safety Measures at Public Schools icacisa gca ngeendima, imisebenzi namanyathelo ekufuneka alandelwe ngokuphathelele kwimiba yezokhuselo nokhuseleko kwizikolo zikarhulumente. Fumana apha kuqhotyoshelwe umgaqosikhokelo womthetho ochaphazelekayo njengesiHlomelo B.
1.3 Le setyhula inenjongo yokukhumbuza izikolo ngemisebenzi yeCandelwana leZikolo eziKhuselekileyo neendima kwanemisebenzi yabathathi-nxaxheba abahlukahlukeneyo ngokuphathelele kwezokhuselo nokhuseleko ezikolweni. Kucelwa ufumane apha kuqhotyoshelwe ilisti yabathathi-nxaxheba abahluka-hlukeneyo njengesiHlomelo C.

2. Iinjongo zeCandelwana leZikolo eziKhuselekileyo

ICandelwana leZikolo eziKhuselekileyo linesicwangciso esinamacandelo amathathu esinxibelelene neenkalo ezintlanu zenkqubo.

2.1 Esi sicwangciso sinamacandelo amathathu siqulethe:

  1. ulawulo lolwaphulo-mthetho ngokulungiswa kwendawo, njengokubiya okungephi (nganeno kweemitha eziyi-30), ii-burglar bars, ii-alam nenkonzo yokuphendula kuxhotyiwe (armed response);

2.2 Iinkalo ezintlanu zale nkqubo zinenjongo:

  1. yokuphucula iinkqubo zokhuselo nokhuseleko esikolweni (isebe eliphambili koku yiWCED - amabhunga olawulo, iiKomiti zoLawulo lweZikolo (School Management Teams) (SMTs)), amaBhunga aMele aBafundi (RCLs) (Representative Council of Learners) (RCLs) kunye neeKomiti ezijongene nezoKhuseleko lweZikolo (School Safety Committees) (SSCs));
  2. yokuphucula iinkqubo zolawulo lokhuseleko lwezikolo (isebe eliphambili koku yiWCED (iCandelwana leZikolo eziKhuselekileyo));
  3. yokuququzelela ukunyanzeliswa komthetho ngokufanelekileyo (isebe eliphambili koku yiNkonzo yamaPolisa yaseMzantsi Afrika (South African Police Service) (SAPS));
  4. yokwakha umoya wobumbano kubantu basekuhlaleni (cohesive school-community culture) abayinxalenye yesikolo kusetyenziswa inkqubo egxininisa kubahlali ukusombulula iingxaki (isebe eliphambili koku liSebe lezoKhuseleko loLuntu (Department of Community Safety) (DoCS)); kunye
  5. nokunciphisa usetyenziso gwenxa lweziyobisi (isebe eliphambili koku liSebe lezoPhuhliso lweNtlalo (Department of Social Development) (DSD)).

Kucelwa uqaphele ukuba iWCED idlala indima yokunika inkxaso kwiinkalo zenkqubo apho amanye amasebe wona adlala indima ephambili.


3. Iinkonzo zeCandelwana leZikolo eziKhuselekileyo

Ziyafumaneka ezi nkonzo zilandelayo zeCandelwana leZikolo eziKhuselekileyo:

3.1 Uqeqesho kwezempilo nokhuseleko emsebenzini (Occupational health and safety (OHS))

  • Ukuxhobisa ootitshala ekwenzeni izicwangciso zokunciphisa imingcipheko nenyathelo eliya kulandela ngethuba lezongxamiseko.
  • Ukusekwa kweKomiti yezoKhuseleko yeSikolo esebenzayo (School Safety Committee) (SSC).
  • Uqeqesho lweKomiti yezeMpilo noKhuseleko eMsebenzini (Occupational Health and Safety Committee).

3.2 Uqeqesho olujongene nosetyenziso gwenxa lweziyobisi

3.3 Ulawulo lwempixano nokulamla kwabafundi abangoontanga (peer meditation).

  • Ukuxhobisa ootitshala nabafundi ngezakhono eziyimfuneko zokukwazi ukusombulula impixano ngokwakhayo.
  • Ukuxhobisa abafundi ukuba bamisele iqonga labalamli abangoontanga.
  • Ukuncedisa izikolo ekulawuleni impixano.
  • Ukwenza utshintsho oluncomekayo kwindlela yokuziphatha esikolweni.
3.4 Uphuhliso lwezakhono zolutsha

  • Ukuxhobisa ngezakhono zobomi abafundi abasemngciphekweni, ukuthintela iingxaki ezisenokuvela okanye ukubanceda bakwazi ukujongana ngcono neemeko ezikhoyo ezinxulumene nokukhulelwa kolutsha, ezesini (sexuality), impatho-gadalala ngezesondo (sexual abuse), usetyenziso gwenxa lweziyobisi (drug abuse), ukungalingani ngokwesini, ubundlobongela obujoliswe kwisini esithile (gender-based violence), i-HIV neAIDS, ubuhlanga nezinye iingxaki zezentlalo.
  • Ukwabelana nabafundi ngengcaciso.
  • Ukufikelela kubahlali abayinxalenye yesikolo ngokusebenzisa iinkqubo zokufunda ezenziwa ngethuba leeholide kunye nezo zenziwa emva kweenkqubo zesikolo.
  • Ukuba nempembelelo eyakhayo kubafundi nakubahlali.
  • Ukwenza iinkqubo zokulungiselela ukubuyela kwabafundi esikolweni kwakhona (back-to-school programmes).
  • Ukuseka iiklabhu zolutsha ezisebenzayo. Iiklabhu zolutsha zisebenza njengombuthwana weBhunga eLimele aBafundi (Representative Council of Learners (RCL)).
  • Ukuququzelela iikhempu zolutsha.
3.5 Inkxaso yabafumene umothuko (trauma support) - kunikwa inkxaso eyodwa ngethuba lesehlo esidala umothuko.
3.6 Kukhuthazwa amaziko emfundo ukuba makafumane inkxaso enikwa liCandelwana leZikolo eZikhuselekileyo (Safe Schools) yaye asebenzise ezi nkonzo zingentla ngokwenza isicelo sazo (uqeqesho, iinkqubo nokunika uncedo) ngokubhala incwadi egqithiselwa kuMququzeleli weZikolo eziKhuselekileyo weSithili (District Safe Schools Coordinator). Ezi zicelo zichaziweyo maziquke iimfuno zokhuseleko zeziko elichaphazelekayo.

4. Uqhagamshelwano lwenkxaso yabafumene umothuko nemigaqo yezonxibelelwano
4.1 Khon' ukuze kube nokuququzelelwa inkxaso yabafumene umothuko makuhanjelwane mbo nale misebenzi ilandelayo ngaba bathathi-nxaxheba bachaphazelekayo:

  3. IKomiti yokuNika iNkxaso yeSikolo (School-Based Support Team) (SBST)/utitshala (iqeqeshelwe ukunika inkxaso yenqanaba lokuqala ngokwasengqondweni nangokwezentlalo))-

    • igqithisela ingcaciso okokoko isakuba iyinikiwe yinqununu;
    • inika uncedo kwiklasi echaphazelekayo ithathela ingqalelo amanyathelo afanele iminyaka yobudala babafundi;
    • ixoxa ngokugqithiselwa komfundi kwiingcali (kwabafundi) ekungenzeka ukuba afune ingcebiso yeSBST;
    • inika amanyathelo awenziwayo ukunciphisa umothuko yaye ivakalise iimvakalelo zayo ngokusebenzisa ezobugcisa (artwork), umculo, ukubhala, njl. njl.;
    • ifaka isehlo esidala umothuko kwinkqubo yekharityhulam; yaye
    • ikhuthaza abazali banike inkxaso kubantwana babo kuzo zonke ezi nkqubo zenziwayo.

  4. IZiko leeFoni leZikolo eziKhuselekileyo-

    • lisebenza njengeziko eliququzelelayo ekwenziwa kulo iinkqubo zokugqithisela abafundi (referrals) kwii-arhente ezifanelekileyo nalapho ingcaciso ebalulekileyo ithunyelwa khona ukusiwa kumaqela achaphazelekayo;
    • abantu abafowunayo bafumana ingcebiso kusetyenziswa i-intanethi xa befowuna ngethuba lentlekele baze bathi abo bantu bafowuna kungekho ntlekele bathunyelwe, apho kuyimfuneko, kwii-arhente zengcebiso zeWCED, kwii-arhente ezingekho phantsi kukarhulumente nakwimibutho yasekuhlaleni; yaye

      • imibuzo ngokubanzi (umz. ukukhulelwa kolutsha/ukuqhomfa; imiba yezamabhunga olawulo - ukunqunyanyiswa (suspensions), ukugxothwa (expulsions), iingxaki zokuziphatha, iyunifom yesikolo, ubhaliso lwabafundi, ukuhamba isikolo ngokunyanzelekileyo neefizi zesikolo; i-HIV/Aids; njl. njl.).

  5. UMququzeleli weZikolo eziKhuselekileyo (kwi-ofisi yesithili)-

    • uyafumaneka ngawo onke amaxesha yaye uyeka yonke eminye imisebenzi;
    • unxibelelana noMphathi wezeNkxaso kuBafundi (isayikholojisti yezemfundo eneqhuzu (senior educational psychologist) kunye/okanye isuphavayiza yoonontlalo-ntle) ngokuphathelele kwisicwangciso sokunika inkxaso;
    • uhlola imeko nohlobo lwenkxaso efunekayo (ukwenza oko ngokubambisene neNtloko yezeNkxaso yaBafundi);
    • unxibelelana neZiko leeFoni leZikolo eziKhuselekileyo;
    • unika inkxaso abahlali abayinxalenye yesikolo kwiinzame zabo zokubuyisela izinto esiqhelweni nokufumana kwakhona ulawulo lwemeko;
    • uquka uncedo yaye alungiselele uququzelelo alwenza ebambisene nee-arhente zonyanzeliso-mthetho;
    • unika ingcaciso ehlaziywe ngokutsha kubo bonke abachaphazelekayo;
    • uqalisa ngeenkqubo zongenelelo ngoncedo ukuqaphela ezona zinto zingoonobangela kwanamanyathelo othintelo ngenjongo yokulawula nayiphi imeko;
    • wandisa okanye wongeza naziphi iziseko ezibonakalayo zophuhliso lokhuseleko lwezikolo(physical security infrastructure) eziyimfuneko;

    • unxibelelana nesayikholojisti yezemfundo eneqhuzu (senior education psychologist) kunye/okanye isuphavayiza yoonontlalontle;
    • ulawula isicwangciso sokunika inkxaso ngokwasengqondweni nangokwasentlalweni ebambisene nesayikholojisti yezemfundo eneqhuzu kunye/okanye isuphavayiza yoonontlalontle;
    • uququzelela inkxaso esuka kumalungu ekomiti yenkxaso yezemfundo yabafundi abaneemfuno ezizodwa (special learner education support) (SLES)) ukunika inkxaso kwiinkalo zonke;
    • ungenisa incwadi ebhaliweyo enika izizathu ezithethelelayo (written motivation) kwiZiko leeFoni leZikolo eziKhuselekileyo ukuba kuye kwayimfuneko; yaye
    • unika ingxelo kumphathi wesekethe.

  7. Isayikholojisti yezemfundo eneqhuzu kunye/okanye isuphavayiza yoonontlalontle (ekwi-ofisi yesithili)-

    • iba khona ngoko nangoko yaye inxibelelana nesikolo ngaloo mini inye;
    • ithumela isayikholojisti kunye/okanye unontlalontle (iisayikholojisti kunye/okanye oonontlalontle banike inkxaso kubafundi nootitshala;
    • yazisa isikolo ngesicwangciso sokunika inkxaso esicetywayo;
    • ikhangela indawo (iindawo) yokuqhubela itheraphi yokufumana ingcaciso nokuthetha ngokwenzekileyo (debriefing)/ ukunika ingcebiso;
    • igcina iirekhodi zabafundi nootitshala abachaphazelekayo, inika inkxaso elandeliswayo yaye ikwabelana ngengcaciso namahlakani aziingcali (professional partners) achaphazelekayo kujongwe ukufezekisa ezona mfuno zibalulekileyo zomfundi; yaye
    • inika ingxelo kwiNtloko yezeSLES.

  8. Umphathi wesekethe (okwi-ofisi yesithili)-

    • ubeka esweni yaye unika inkxaso yezolawulo kwinqununu/kwisikolo; yaye
    • ugcina umlawuli wesithili esazi ngokuqhubekayo.

  9. Umlawuli wesithili-

    • wongamela inkxaso enikwa izikolo; yaye
    • ugcina uMlawuli oyiNtloko weZithili esazi ngokuqhubekayo.

  10. Abasebenzi abenza uphando becandelwana leZikolo eziKhuselekileyo - banika inkxaso kumququzeleli wecandelwana lezikolo ezikhuselekileyo.

  11. UMphathi wezeSIGPM (okwi-ofisi yesithili)-

    • uyalela umququzeleli wecandelo lezikolo ezikhuselekileyo ukuba athathele kuye lonke ulawulo noxanduva lokuququzelela;
    • uyalela umphathi wesekethe ukuba athetha-thethane nenqununu; yaye
    • unika ingxelo kumlawuli wesithili.
5. Kucelwa wazise okukule setyhula bonke abasebenzi abachaphazelekayo ukuze bakuthathele ingqalelo.

6. Ndinqwenela ukucela bonke abachaphazeleka ekwenzeni izikolo zethu zibe ziindawo ezikhuselekileyo kubo bonke abantwana ukuze kube nokuqhubeka ukufunda nokufundisa okusemgangathweni njengento ebekwa phambili ngokobaluleko ngamaxesha onke.
