Iinkqubo zolawulo zaqho ngonyaka ezinjengokuZivavanya kwaNgaphakathi kweZikolo (School Self-Evaluations) (SSEs), iziCwangciso zoPhuculo lweZikolo (School Improvement Plans (SIPs)), ukubhajetha nokunika iingxelo kuyafuneka kuzo zonke izikolo zikarhulumente elizweni ukufaka igalelo kumoya oxhobisa ngolwazi nokusebenza kwesikolo kakuhle (Goal 21 - Action Plan to 2019: Towards Schooling 2030).


2. UkuZivavanya kwaNgaphakathi kweSikolo (SSE)
2.1 Phambi kokuba kwenziwe ii-SIP, kubalulekile ukuba uluntu oluyinxenye yesikolo luqhube ii-SSE ngokungqinelana nomgaqo-nkqubo i-National Policy on Whole School Evaluation (WSE), epapashwe kwiGazethi kaRhulumente No. 22512 ye-26 Julayi 2001. Ngokomgaqo-nkqubo we-WSE, ugxininiso lusekubekeni esweni inkqubo yangaphakathi (SSE), uvavanyo lwangaphandle (WSE) neenkonzo zokunika inkxaso eziqingqwe kakuhle.
2.2 I-SSE yinkqubo yokuqwalaselwa nzulu (reflection) luluntu oluyinxenye yesikolo kweenkqubo ezifanele ukucwangciswa ngobuchule nasekuhleni injongo ikukuphucula inkqubo yomfundi, inkqubo yokufundisa nokwenza isikolo sisebenze kakuhle. Le nkqubo iyilelwe ukunceda izikolo zenze umlinganiselo wokuba ziyizalisekisa kangakanani imisebenzi eluxanduva lwazo kwanokuphucula inkqubo yabafundi.
2.3 I-SSE mayikhokelwe ziinkalo ezisithoba ezibalulekileyo kuvavanyo njengoko kuqulathiweyo kumgaqo-nkqubo kazwelonke we-WSE. Izikolo zingangena kwiziko lewebhu leSebe leMfundo lukaZwelonke (DBE) apha http://www.education.gov.za ukukhuphela uxwebhu lwe-SSE.
2.4 Imigaqo esandula ukubhalwa eyi-Standard Operating Procedures (SOPs) yabaphathi beesekethe inika isikhokelo sokunika inkxaso iinqununu.

3. IsiCwangciso soPhuhliso lweSikolo (SIP)
3.1 Esona siphumo kujoliswe kuso sayo yonke imisebenzi yesikolo yimpumelelo ephuculiweyo yabafundi. Ii-SIP eziqulathe ingcombolo eninzi zibonisa iindlela iimfuno ezo ziqwalaselweyo eziya kuphuculwa ngayo ngokupheleleyo.
3.2 Izikolo kufuneka zisebenzise iziphumo zenkqubo ye-SSE neeMvavanyo zeNkqubo yeMfundo yePhondo/iiMvavanyo zikaZwelonke/iiripoti zokuqwalasela iingxaki zeemviwo zeSatifikethi seMatriki sikaZwelonke nengcaciso yezophuhliso lootitshala esuka kwiinkqubo ze-Integrated Quality Management System (IQMS) ukunika iprayorithi imisebenzi yophuculo lwenkqubo ukwenzela ukuba ifakwe kwii-SIP.
3.3 Ii-SIP ezisekhompyutheni mazingeniswe qho ngonyaka ekupheleni kukaJanuwari. I-SIP yephondo ye-WCED ibandakanya icandelo lokuphuculwa kwenkqubo yokufunda kwakunye neempawu eziyimfuneko ezinika inkxaso uphuculo lwezikolo ngenjongo yokuphucula ekuphenduleni ngokwenzayo nakwiziphumo zezifundo ezisemgangathweni.

Izikolo mazenze ii-SIP zibe zizahluko ezibini:

  • ICandelo A: Ungenelelo ngoncedo olukhokelela kwinkqubo yabafundi ephuculiweyo.
  • ICandelo B: Ukumiselwa kwethagethi emva kokuba iziphumo zezifundo zazisiwe
3.4 Ii-SIP mazisayinwe yinqununu nomphathi wesekethe kwakunye nosihlalo webhunga lolawulo. Ziya kuthi emva koko zisetyenziselwe ukuba zidityaniswe kwisicwangciso i-District Improvement Plan.

4. Umsebenzi oluxanduva wesikolo

Igunya lokulawulwa ngobuchule kwesikolo lusemagxeni enqununu incediswa libhunga lolawulo. Iinqununu maziqinisekise ukuba le misebenzi ilandelayo yenziwa igqitywe:

  • Ukuqhuba ii-SSE qho ngonyaka
  • Ukuqhuba ii-SIP ezithembekileyo
  • Ukusetyenziswa kwee-SIP
  • Nokuripota ngenkqubela yokusetyenziswa kwee-SIP
5. Umsebenzi oluxanduva we-ofisi yesithili

Ii-ofisi zezithili zinenxaxheba enkulu emaziyidlale ekunikeni inkxaso izikolo zikwazi ukufezekisa iziphumo zemfundo (ngokwe-Policy on the Organisation, Roles and Responsibilities of Education Districts, ezipapashwe kwiGazethi kaRhulumente No. 36324 yowe-03 Apreli 2013). Le misebenzi iluxanduva ibandakanya:

  • abaphathi beesekethe abanika inkxaso izikolo ukwenza ii-SSE;
  • ukuvunywa kokwamkelwa kweeripoti zee-SSE ngabaphathi beesekethe;
  • ukunika imvume yokuba ii-SIP zisetyenziswe;
  • ukunika inkxaso ekwenzeni imisebenzi echazwe kwi-SIP; kunye
  • nokubeka esweni inkqubela yokusetyenziswa kwee-SIP.
6. Fumana kuqhotyoshelwe apha kule setyhula uShwankathelo ngoBuchule (Strategic Overview) lwee-SSE nee-SIP.

7. Kucelwa wazise okukule setyhula bonke abachaphazelekayo ukuze bakuthathele ingqalelo.
