1. It must be noted that this circular is only applicable to non-section 21 schools.
2. This circular serves to inform you that the current contracts for the supply and delivery of stationery and cleaning materials held by the Western Cape Education Department (WCED) will expire on 30 September 2017. Subsequently, the WCED has concluded the above two new separate three-year contracts with Masiqhame Trading 1057 CC for the period 01 October 2017 to 30 September 2020. These contracts will be utilised by all public schools, education district offices and the Head Office of the WCED.
3. It is important to note that both contracts have been awarded to the aforementioned service provider and as such, orders for local purchases will only be placed with the approved supplier for the said period:

4. Non-section 21 schools are required to use the attached catalogues in terms of year 1 (01 October 2017 to 30 September 2018) to order the school’s requirements for stationery and cleaning, gardening and electrical supplies online in May and August 2018 for use in 2019. Schools will be advised in separate circulars of the process to be followed in this regard. It is important to note that in terms of the contracts, schools are only allowed to order items from the attached catalogues applicable to their district.
5. It will be noted that the stationery contract does not provide for the supply and delivery of copy paper and printer cartridges – these items, as well as items not detailed in the stationery and cleaning material, gardening and electrical supplies catalogues will have to be ordered on the WCED 026 form and submitted to the Learning and Teaching Support Material (LTSM) ordering office. The aforementioned items will therefore be advertised in the open market and the procurement will be undertaken via Supply Chain Management processes. The address of the LTSM office is:

6. It is very important for schools to plan carefully in determining how their Norms and Standards funds are managed to ensure the availability of sufficient funds for all learner requirements.
