1. Le setyhula mayifundwe kunye noxwebhu i-National Policy pertaining to the Conduct, Administration and Management of the National Senior Certificate Examination olupapashwe kwiZaziso zikaRhulumente (Government Notices) 372 no-373 kwiGazethi kaRhulumente, Vol. 587, No. 37652 yomhla we-16 Meyi 2014.

2. Abafundi abanemfuno yeminyinyiva nokutshintshwa apha naphaya kweemvavanyo ngethuba lovavanyo okanye leemviwo, mabaziwe ngokukhawuleza kangangoko kunokwenzeka ukuqinisekisa ukuba umfundi akadleleleki ngokubhekiselele ekufundisweni nasekufundeni kwakhe.

3. Ukufaneleka kwiminyinyiva nokutshintshwa apha naphaya kweemvavanyo
3.1 Abafundi abafaneleke kwiminyinyiva nokutshintshwa apha naphaya kweemvavanyo:
3.1.1 Ngabo bafundi banezithintelo ekufundeni ngenxa yokhubazeko, ingxaki ekufundeni (learning difficulty), ukhubazeko ekufundeni (learning disability), okanye iingxaki zokuziphatha kunye/okanye ezimalunga nokusebenza kwengqondo nezeemeko zentlalo (behaviour and/or psycho-social disorder) ezibathintelayo abafundi ukuba baziphuhlise ngokupheleleyo izakhono zabo kuvavanyo.
3.1.2 Ngabo bafundi bathe ngethuba lovavanyo okanye leemviwo babe nemingeni yeengxaki zezonyango, eyezentlalo okanye eyeemvakalelo nabo sele belazisile iSebe leMfundo leNtshona Koloni (WCED) ngoxwebhu olubhaliweyo.
3.2 Iminyinyiva nokutshintshwa apha naphaya kweemvavanyo akuvunywa:
3.2.1 apho inkalo engundoqo yobunzima ikulwimi lokufunda nokufundisa nolovavanyo ngenxa yokuba olo lwimi luchaphazelekayo, ingelulo ulwimi lweenkobe lomfundi; okanye
3.2.2 ukomeleza indlela umfundi aqhuba ngayo kwizifundo; okanye
3.2.3 apho kungekho zirekhodi zayo nayiphi na inkxaso yeKomiti eyi-School Based Support Team ekhe yanikwa ngaphambili.
3.3 Ukuqinisekiswa kwabafundi abafaneleke kwiminyinyiva nokutshintshwa apha naphaya kweemvavanyo, makube kwenziwe kwasekuqaleni kangangoko kunokwenzeka kwiSigaba seSiseko (Foundation Phase) okanye ubuncinane engadlulanga uMatshi walo nyaka wokuba kwiBakala 10 kwabo, ngaphandle kwakwimeko engxamisekileyo okanye apho kuthe kwakho imfuno yoko, kamva.
3.4 Ngenxa yokuba iimfuno zomfundi zeminyinyiva nokutshintshwa apha naphaya kweemvavanyo zinokutshintsha ekuhambeni kwamaxesha, iminyinyiva nokutshintshwa apha naphaya kweemvavanyo makujongisiswe ekuqaleni kwesigaba ngasinye esitsha.
3.5 Ukuba iminyinyiva nokutshintshwa apha naphaya kweemvavanyo akuvunywanga yikomiti eyi-District Assessment Accommodations Committee, ikomiti eyi-School Based Support Team inokufaka isibheno kwithuba leenyanga ezimbini kufunyenwe isigqibo sentsusa. Kuphela sisicelo sentsusa esiya kuthathelwa ingqalelo kwisibheno. Akukho ngcaciso yongezelelweyo iya kuthathelwa ngqalelo. 4. Iindidi zezithintelo ekufundeni ezinokufuna iminyinyiva nokutshintshwa apha naphaya kweemvavanyo
4.1 Iingxaki zeziva-mvo (Sensory impairments)
4.1.1 Ingxaki yokungaboni ebandakanya ukungaboni (blindness) nokuba norhatyazo (partial sightedness) okanye ukubona kancinci (low vision) okufuna ukutshintshwa apha naphaya kwekhontenti, ukutshintshwa apha naphaya kwefomathi yovavanyo kwakunye nemfuno yezixhobo ezincedisayo zethekhinoloji (assistive technology). 4.1.2 Ukungeva nokungeva kakuhle (Deaf and hard of hearing) okunokulinganiselwa ngokobukhulu bokuqhubeka kwako kunokubangela izithintelo ngokumalunga nokuphuhliswa kwezakhono zobuchule zokwamkela ingcaciso kwakunye nezokusebenzisa ulwimi.

  1. Kwimeko yabafundi abangevayo (Deaf learners), ulwimi lwabo lokuqala luLwimi lwaBathetha ngeZandla lwaseMzantsi Afrika (South African Sign Language) yaye ke ngoko uvavanyo malwenze iminyinyiva nokutshintshwa apha naphaya kweemvavanyo ukulungiselela indlela yoviwo (mode of examination) novavanyo olutshintshwe apha naphaya oluthile kwistraktsha nakwikhontenti.
  2. Kwimeko yabafundi abangeva kakuhle (Hard of hearing), ngokuxhomekeke kubungakanani bengxaki yokungeva (hearing loss), iminyinyiva nokutshintshwa apha naphaya kweemvavanyo kumele kwenziwe amalungiselelo azo zombini iindidi zovavanyo kwakunye nestraktsha nekhontenti eyahlukileyo.
4.1.3 Ukukhubazeka ngokungaboni nokungeva (Deaf-blindness) kuxa kudibene ingxaki yokungaboni nokungeva kubafundi nokuthi kubangele ukuba kubekho iimfuno ezingamandla zemfundo nezonxibelelwano nezinye ezinxulumene nokukhula komfundi (severe communication and other developmental and educational needs). Iminyinyiva nokutshintshwa apha naphaya kweemvavanyo kwaba bafundi mayiqinisekiswe ngokwemeko yomfundi ngamnye (case by case basis) yaye makubandakanywe iinkqubo eziziindidi ezininzi zongenelelo ngoncedo nenkxaso.
4.2 Ukukhubazeka ngokwamalungu omzimba (Physical impairments) kunokubangela izithintelo kuvavanyo ngenxa yokungasebenzi kakuhle kwezandla, iingalo, imilenze, umzimba ongasentla kunye/okanye nentamo.
4.3 Ingxaki echaphazela intetho okanye ukungakwazi ukuthetha (Speech or communication impairment) okuchaphazela ukungakwazi ukuthetha nokuba nengxaki yokuthetha oko ukucingayo kunokubangela izithintelo kwabanye abafundi abakhubazeke emzimbeni ngokweziva-mvo (physical sensory disability). Ukungakwazi kuthetha okanye kuqonda intetho (Aphasia) yingxaki enokuba sisithintelo ekubeni ukuve okuthethwayo nokuba ukwazi ukuthetha nawe (receptive and expressive speech). Kumele kusetyenziswe iminyinyiva nokutshintshwa apha naphaya kweemvavanyo kwiimvavanyo ze-orali.
4.4 Iingxaki ekufundeni (Learning difficulties) zibhekisa kwizithintelo ezininzi abafundi abanazo ngokumalunga nokwamkela, ukucazulula, ukuthetha okucingayo okanye ukwamkela ingcaciso, yaye nayiphi na kwezi inokuchaphazela ukubanako komntu ukusebenza kakuhle kwinkalo enye okanye kwezingaphezulu (ezifana nokuqonda, ukutolika, ukugqithisa ulwazi okanye izakhono, ulwimi lokwamkela intetho okanye olokuthetha oko ukucingayo (receptive or expressive language), upelo, igrama, ukulandela imiyalelo, unxulumano nendawo okuyo (spatial relations), amanani njl.njl.).

4.7 Ukungakwazi ukuziphatha nezithintelo zokusebenza kwengqondo nezentlalo (Behaviour and psycho-social barriers) kungaba sisithintelo kuvavanyo xa umfundi efunyaniswe enaso nokuba sisithintelo esiphakathi okanye esixhomisa amehlo sokungakwazi ukuziphatha okanye ingxaki echaphazela ingqondo nezentlalo (psycho-social disorder), apho umfundi afuna inkxaso ukulungiselela ezo zithintelo anazo ngethuba lovavanyo. Ezi ngxaki zinokuba zezethuba elifutshane (umz. ezibangelwa yinto esanda kwenzeka ebangele umothuko omkhulu (recent traumatic experience) okanye zibe zezethuba elide. Abafundi abasebenzisa amayeza ngokwemiyalelo kagqirha banokuchaphazeleka ngokuthi babe neengxaki zokozela, ukunxanwa, iingxaki zokubona kunye/okanye nokusebenzisa amalungu omzimba (coordination difficulties).
4.8 Iingxaki zokhubazeko ii-Autistic Spectrum Disorder ne-Attention Deficit Hyperactivity Disorders ziingxaki apho abafundi benokuziva belahlekelwe ziingqondo ngethuba lovavanyo kunye/okanye lemviwo, ngako oko babe nesithintelo ekuphenduleni iphepha lemibuzo ngobuchule nangeyona ndlela ifanelekileyo. Iminyinyiva nokutshintshwa apha naphaya kweemvavanyo kubandakanya uncedo nokuba lolokucwangcisa okanye lolwenkuthazo yaqho nokubekwa esweni kwale nkqubo ukuthintela ukuba abafundi banikezele okanye bangenise umsebenzi wovavanyo ongagqitywanga okanye iincwadi zeempendulo ezingagqitywanga.
4.9 Iingxaki zokusebenza kwengqondo neengxaki ezibangelwa yimiba yezentlalo (Psychological/Psychosocial/Psychiatric Disorder) (umz. iNkxalabo (Anxiety) noDandatheko (Depression) zinokufuna iminyinyiva nokutshintshwa apha naphaya kweemvavanyo.
4.10 Iingxaki zezonyango ezingundoqo (Specific medical conditions) nazo zinokufuna uvavanyo olwahlukileyo okanye iminyinyiva nokutshintshwa apha naphaya kwemvavanyo, umzekelo, isifo seswekile esikwiqondo eliphezulu (severe diabetes), ukuxhuzula (epilepsy), iingqaqambo ezinganyangekiyo (chronic pain), umenzakalo emqolo (back injury) ne-HIV/AIDS.

5. Iinkqubo zeminyinyiva nokutshintshwa apha naphaya kweemvavanyo.
5.1 Makufundwe uxwebhu i-National Policy pertaining to the Conduct, Administration and Management of the National Senior Certificate Examination olupapashwe kwiZaziso zikaRhulumente (Government Notices) 372 no-373 kwiGazethi kaRhulumente, Vol 587 No 37652, yomhla we-16 Meyi 2014, ngokumalunga neenkqubo zeemvavanyo ezahlukileyo kunye/okanye iminyinyiva nokutshintshwa apha naphaya kweemvavanyo.
5.2 IsiHlomelo A sinika isishwankathelo seendidi ezinako ukufumaneka ngokokubona kweSebe iWCED ngokuxhomekeke kubukhulu besithintelo.

6. ISatifikethi seMatriki sikaZwelonke esi-endosiweyo seMfundo eneeMfuno ezizodwa (Endorsed National Senior Certificate for Special Needs Education)
6.1 Abafundi bamaBakala 10 -12 abanengxaki yezithintelo ekufundeni, bavunyelwe ukuba balandele inkalo ibenye okanye ezimbini zekhondo lezifundo (learning pathways) ngenjongo yokufumana la mabanga emfundo alandelayo:

  1. iSatifikethi seMatriki sikaZwelonke (NSC) njengoko kucacisiwe kuxwebhu lomgaqo-nkqubo weNSC; okanye
  2. iSatifikethi seMatriki sikaZwelonke esi-endosiweyo esisesabafundi abathe, nakuba kukho iminyinyiva nokutshintshwa apha naphaya kweemvavanyo, bangabinako ukuzifezekisa iimfuno ezimiselweyo zeNSC.
6.2 Umfundi onqwenela ukuqwalaselelwa iimfuno ezizezinye ezimiselweyo zokupasa makabhalise kabini:

  1. njengomfundi onezithintelo ekufundeni, kunye
  2. nanjengomfundi owenza iSatifikethi seMatriki sikaZwelonke esi-endosiweyo.
6.3 Umfundi obhalisiweyo ngokomhlathi 6.1(b), apha ngentla, makenze yaye agqibe iimvavanyo zangaphakathi nezangaphandle kwizifundo ezingekho ngaphantsi kwezifundo ezihlanu (5) ezibandakanya:

  1. Ulwimi lwaseburhulumenteni olunye kwiQela A (Uxwebhu loMgaqo-nkqubo weNSC), ngokuxhomekeke ekubeni lufundiswa ubuncinane kwinqanaba loLwimi lokuQala oloNgezelelweyo, nasekubeni olo lulwimi lokufunda nokufundisa (LoLT).
  2. I-Mathematika okanye uLwazi ngeMathematika, kwiQela A.
  3. ULwazi ngezoBomi, kwiQela A.
  4. Izifundo ezibini (2) ubuncinane ezikhethwe kwiQela B, okanye iilwimi ezimbini (2) zaseburhulumenteni kwiQela A.
6.4 ISatifikethi seMatriki sikaZwelonke (NSC) esi-endosiweyo siya kukhutshelwa abaviwa ababhalisiweyo ngokomhlathi 6.3, apha ngentla, ngokuxhomekeke ekubeni bayazithobela ezi mfuno zingummiselo zokupasa zilandelayo:

  1. Ubuncinane yi-30% kulwimi lwaseburhulumenteni olufunekayo kwinqanaba loLwimi lweeNkobe okanye loLwimi lokuQala oloNgezelelweyo;
  2. Ubuncinane obuyi-30% kwezinye izifundo ezine (4).
6.5 Ukuba umviwa oneemfuno ezizodwa zemfundo ubhalisele iNSC aze angalupasi uviwo lweNSC ngokweemfuno ezimiselweyo zokupasa, umviwa angacela ukuba isiqinisekiso sakhe semfundo (qualification) sinikwe ingqwalaselo kwakhona. Isicelo simele ukunxulumana nokhubazeko size sithunyelwe kuMlawuli weCandelo loLawulo lweeMviwo zingadlulanga iinyanga eziyi-12 zokubhalwa kweemviwo.
6.6 Abaviwa mabaphawulwe (flagged) kwi-CEMIS njengabaviwa beSatifikethi seMatriki sikaZwelonke esi-Endosiweyo (Endorsed National Senior Certificate candidates) oko kusenziwa sisikolo emva kokwamkelwa kwesicelo sabo nguMququzeleli wovavanyo.

7. Abafundi abavela kwamanye amazwe (ukwenzela iinjongo zovavanyo)
7.1 Umfundi ovela kwelinye ilizwe:
7.1.1 ngumntwana okanye umondliwa (dependent) wommeli karhulumente welinye ilizwe elaziwayo eMzantsi Afrika; okanye
7.1.2 ngumntu:

  1. owaqala ukubhalisa angene kwisikolo saseMzantsi Afrika kwiBakala 7 okanye kwelona bakala liphezulu; okanye
  2. owaqala ukufunda kwisikolo saseMzantsi Afrika, waza waya kwisikolo esingaphandle eMzantsi Afrika kangangeminyaka emibini nangaphezulu ngokulandelelanayo emva kweBakala 3 okanye ithuba elifana nelo, waza wabuyela eMzantsi Afrika emva koko.
7.2 Umfundi owenza isicelo seminyinyiva nokutshintshwa apha naphaya kweemvavanyo njengomfundi ovela kwelinye ilizwe makabe noku:
7.2.1 amaxwebhu asemthethweni afanelekileyo (umz. Iphemithi yokufunda) ekhutshwa liSebe leMicimbi yeKhaya (Department of Home Affairs); kunye
7.2.2 namaxwebhu asemthethweni afanelekileyo akhutshwe sisikolo apho umfundi angene kwinkqubo yezemfundo yaseMzantsi Afrika okokuqala ngqa.
7.3 Abafundi abavunywe njengebafundi abavela kwamanye amazwe mabaphawulwe (flagged) kwi-CEMIS sisikolo emva kokuvunywa kwabo ngumququzeleli wovavanyo.

8. Imisebenzi eyimfanelo neenkqubo
8.1 Inqununu yesikolo yenza umsebenzi wolawulo jikelele lwenkxaso yabafundi abafuna ukuqwalaselelwa iminyinyiva nokutshintshwa apha naphaya kweemvavanyo.
8.2 Inkxaso yeminyinyiva nokutshintshwa apha naphaya kweemvavanyo mayiqaliswe kwangethuba kangangoko kungenzeka kwiminyaka yokufunda yomfundi yaye oko makungenziwa ngethuba leemviwo zokuphela konyaka okanye kunyaka weBakala 12 kuphela.
8.3 Isikolo senza umsebenzi wokugoca-goca (screen) nokuchonga abafundi, ukuzalisa ifom yesicelo, ukuqhoboshela onke amaxwebhu axhasayo, ukuwathumela amaxwebhu kwi-ofisi yesithili echaphazelekayo, ukufaka isicelo kwikhompyutha nokuphumeza isigqibo se-ofisi yesithili.

9. Inkqubo yezicelo zeminyinyiva nokutshintshwa apha naphaya kweemvavanyo kumaBakala R - 9 ukususela ngo-2016 ukubheka phambili
9.1 Izikolo zimele ukubagoca-goca abafundi yaye i-SBST imele ukubachonga abo bafundi banokufuna iminyinyiva nokutshintshwa apha naphaya kweemvavanyo.
9.2 I-SBST mayenze isicelo esiya kwi-ofisi yesithili ngokumalunga neminyinyiva nokutshintshwa apha naphaya kweemvavanyo kubafundi abanezithintelo/abavela kumanye amazwe. Onke amaxwebhu axhasayo makabekho ngethuba leengxoxo ne-ofisi yesithili.
9.3 Akuba efunyenwe onke amaxwebhu axhasayo, isithili siya kuvula isistim yeminyinyiva nokutshintshwa apha naphaya kweemvavanyo ukulungiselea izikolo zifake izicelo zazo kwiCEMIS.
9.4 Isicelo siya kuqwalaselwa yi-DBST yaye iya kwenza isigqibo sokugqibela.
9.5 Isigqibo sokugqibela esivela kwi-DBST siya kwaziswa izikolo nge-imeyili.
9.6 Iileta zokuvunywa kweminyinyiva nokutshintshwa apha naphaya kweemvavanyo, ziya kuthunyelwa ngeposi ye-CEMIS.

10. Inkqubo yamaBakala 10 - 12 ukususela ngo-2016 ukubheka phambili.
10.1 Ukususela ngo-2016, inkqubo yezicelo zeminyinyiva nokutshintshwa apha naphaya kweemvavanyo kumaBakala 10 - 12, iya kufana naleyo yamaBakala 1 - 9 kuzo zonke izikolo zikarhulumente, ngaphandle nje kokuba isithili siya kusazisa isigqibo saso kwi-Provincial Assessment Accommodations Committee ukulungiselela iinjongo zokuqinisekiswa komgangatho. Kucelwa niqaphele ukuba izicelo zeminyinyiva nokutshintshwa apha naphaya kweemvavanyo zamaBakala 10 - 12 mazifunyanwe sisithili zize zifakwe kwi-CEMIS sisikolo, ingaphelanga iKota 1.
10.2 I-DBST iya kusihlola isicelo ekupheleni kukaMeyi lo gama i-Provincial Assessment Accommodations Committee iya kuzingqinisisa yaye izisayinele zonke izicelo zamaBakala 10 - 12 engaphelanga uJulayi.
10.3 Zakuba zingqinisisiwe izicelo, siya kwaziswa isikolo nge-imeyili liCandelo loLawulo lweeMviwo.
10.4 Iileta zokuvunywa kweminyinyiva nokutshintshwa apha naphaya kweemvavanyo, ziya kufakwa kwi-CEMIS.
10.5 Izicelo ezingxamisekileyo ezenziwa ekupheleni kukaJulayi (umz. abaviwa abophuke izandla baze bafune abantu bokubabhalela (scribes), mazithunyelwe kuNdlunkulu weSebe iWCED, kwiCandelo loLawulo lweeMviwo neliya kuzithumela kuMphathi oNika iNkxaso eKufundeni kwi-ofisi yesithili ukwenzela ukuqwalaselwa nokuvunywa kwazo. Ukungqinisiswa kuya kwenziwa nguMlawuli weCandelo loLawulo lweeMviwo yaye iileta ziya kuthunyelwa nge-imeyili esikolweni zize zifakwe kwi-CEMIS.

11. Abantu ababhalela abanye/abafundela abanye nabantu ababhalela abantu abangaboniyo (Scribes/readers and amanuenses)
11.1 Ii-ofisi zezithili mazikhethe igqiza labantu ababhalela nabafundela abafundi abanezithintelo okanye abanye abantu nokuba ngabaphi na abafunelwa ukunceda abafundi ngethuba leemvavanyo neemviwo. Iinkcukacha zeli gqiza labantu mazithunyelwe kwaNdlunkulu.
11.2 lCandelo leMfundo eBandakanya bonke aBafundi neloKunika iNkxaso kwiMfundo eneeMfuno eziZodwa kwaNdlunkulu, mawaqinisekise ukuba igqiza labantu abafundela nababhalela abafundi baqeqeshiwe kwangaphambi kokubhalwa kweemviwo.
11.3 Makurekhodwe okuqhubekayo xa kubhalwa iimvavanyo ngabantu ababhalela abanye okanye ngabantu ababhalela abafundi abangaboniyo ukwenzela bonke abafundi.

12. Kucelwa iinqununu zinike ikopi yale setyhula bonke abaququzeleli/iintloko nootitshala bamaBakala R – 12 ukuze bayithathele ingqalelo.
