1. Izithuba zootitshala ezabelwe izikolo ngo-2016
1.1 Izithuba zootitshala ezabelwe izikolo zemfundo eneemfuno ezizodwa ngo-2016 sele ebaliwe ngokwemimiselo yokubonelelwa kwezithuba ehlaziyiweyo eyavunywa yiKomiti yeeNtloko zamaSebe eMfundo amaPhondo ngo-2007, nangokwemimiselo eyacetyiswayo yeSebe leMfundo leNtshona Koloni (iSebe iWCED) nekwavunyelwana ngayo ngo-2007 nemibutho yootitshala kunye nemibutho yamabhunga olawulo ezikolo.
1.2 Izithuba zootitshala ezabelwe izikolo ngo-2016 ziya kupapashwa kwi-Central Education Management Information System (CEMIS), phantsi kwelinki Administration (Establishments), nge-28 Agasti 2015.

2. Imiqathango (Imiqathango ngokubanzi)
2.1 Indlela ezimi ngayo izithuba

Ukuma kwezithuba neenkcazo ezikwiMvumelwano neMibutho yaBasebenzi 4/2003 yeBhunga lezeMfundo lezoBudlelane eMisebenzini (Education Labour Relations Council (ELRC)) kusasebenza nakulwabiwo lwezithuba zootitshala.

2.2 Ukuhlelwa kwezikolo

Izikolo zihlelwe ngokweMimiselo yokuHlelwa kweZikolo (School Grading Norms) ekwiMvumelwano neMibutho yaBasebenzi 3 ka-2006 ye-ELRC. Kucelwa ufunde kwakhona umhlathi 2.1 apha ngentla.

2.3 Ukuphelelwa lixesha kwezithuba nge-31 Disemba 2015

Ngokwemiqathango yeNdlela eHlaziyiweyo yoLwabiwo lweZithuba (Revised Post Distribution Model), izithuba zezikolo zikarhulumente zemfundo eneemfuno ezizodwa mazikhutshwe kunye nenani lezithuba zootitshala elabelwa la maziko qho ngonyaka phambi kokuphela kukaSeptemba wonyaka ongaphambili. 3. Uzaliswa kwezithuba ezipapashiweyo

4. Ukuzaliswa kwezithuba ezingenamntu ezixhaswa ngemali ngurhulumente (vacant substantive posts) (ngokususela kumanani ezithuba zootitshala ezabelwe izikolo nge-28 Agasti 2015).

Ukhetho luyakwenziwa ngolu hlobo maxesha onke:

  • Ootitshala ekuthiwe bangaphezu kwemfuneko (teachers in excess)
  • Ootitshala abasaqalayo ukusebenzela uRhulumente
  • Abanye ootithsala abaneziqinisekiso zokufundisa ezamkelekileyo

5. Ootitshala abangaphezu kwemfuneko
5.1 Ootitshala esekuthiwe bangaphezu kwemfuneko, ngokususela kulwabiwo lwezithuba lwangaphambili kunye nangokungqinelana neenkqubo zangaphambili, nabasengaphezu kwemfuneko nangoku, baya kugcina loo meko yabo yokubangaphezu kwemfuneko (retain their in excess status). 5.4 Ukuchazwa kootitshala abathathwa njengabangaphezu kwemfuneko abangenako ukumataniswa bafakwe kwizithuba zootitshala zamanani abelwe izikolo (matched and placed against) zango-2016, makugqitywe ungadlulanga owe-30 Oktobha 2015.
