1. The purpose of this circular is to inform officials of the relevant procedures to follow in requesting visitors’ parking in the Grand Central Towers and Golden Acre Shopping Centre, Cape Town.

2. This circular replaces Circular 0005/2002 in its entirety.

3. The Western Cape Education Department (WCED) rents 12 parking bays for visitors in the Grand Central Towers on parking level two (P2). No designated parking bays are available for visitors at the Golden Acre Shopping Centre. To ensure that only authorised visitors to the WCED make use of the available parking facilities and to ensure cost cutting measures are in place, the following control measures have been introduced.

4. The following procedures apply to the Grand Central Towers:-
4.1 Applications for visitors parking in Grand Central Towers must be submitted in writing to The Directorate: Supply Chain Management, Sub-directorate: Logistical Support Services, 24 hours before the intended visit. The attached application form, which is only applicable to visitors’ parking at Grand Central Towers, must be duly completed by the visitor or the relevant official being visited and faxed to 021 483 7658 or hand delivered to Room 6-09 Grand Central Towers (telephone reservations will only be made in urgent cases).
4.2 The applicant will then be informed telephonically or via e-mail, a day before parking is required, whether the application has been approved. The numbers of the parking bays allocated will be provided when approval of the application has been granted.
4.3 The visitor should press the red button on the parking ticket dispenser in the parking garage, take the parking admission ticket and proceed to park in one of the designated parking bays.
4.4 During the period of the visit, the official or visitor should have the parking ticket stamped and signed at Room 6-09 and on exiting the building must present the authorised ticket to the parking attendant. The time limit applicable for the signing and stamping of visitor parking tickets is 16:00 for Grand Central Towers.

5. The following procedures apply to the Golden Acre Shopping Centre:-
5.1 The visitor or the relevant official visiting must contact the personal assistant (PA) of the Directorate they are visiting.
5.2 The visitor should press the green button on the parking ticket dispenser in the parking garage, take the parking admission ticket and proceed to park in any available unreserved parking bay. Parking in reserved or designated parking bays is strictly prohibited.
5.3 The PA has the authority to stamp and sign the visitor’s parking ticket and on exiting the building the visitor should present the authorised ticket to the parking attendant. The time limit applicable for the signing and stamping of visitor parking tickets is 16:00 for the Golden Acre Shopping Centre.

6. Visitors to the Grand Central Towers and Golden Acre Shopping Centre who fail to follow the above-mentioned procedures may not park in the official reserved parking bays of the WCED and will be held personally responsible for paying the applicable parking fees. The vehicles of visitors to the buildings who park in reserved or designated parking bays, will be wheel clamped and the visitors will have to pay a fine in order to have the wheel clamp removed by the building security.

7. The arrangements stipulated herein are not applicable to companies and courier services making deliveries to the WCED. Such companies are liable for the payment of their own parking fees.

8. Officials who arrange contracts for the delivery of goods and services must clearly indicate in the contract specifications that parking fees will be for the account of the supplier.

9. It is of utmost importance that visitors to the Grand Central Towers and Golden Acre Shopping Centre refrain from parking in reserved parking bays allocated to officials of the WCED or other companies in the building who also have reserved parking.

10. Permanent parking bays which are reserved for senior officials and physically disabled officials of the WCED must be applied for and are allocated by the Department of Transport and Public Works.

11. Officials who have applied for permanent reserved parking in Grand Central Towers and Golden Acre Shopping Centre and are still awaiting the issue of the parking disc to enter and exit the parking garage may not make use of the visitor parking arrangements as stated herein. It is the official’s own responsibility to claim the applicable daily parking tariffs against their own Directorate’s travel and subsistence (S&T) budget.

12. Vehicles are parked at own risk and the WCED cannot be held liable for any damages or losses that occur.
