This circular informs non-section 21 schools that the online ordering facility to order their stationery and cleaning materials for use in 2016 will be available on CEMIS from 11 to 15 May 2015. This circular should be read in conjunction with Circular 0005/2015. |

Non-section 21 schools are expected to access CEMIS during this period to order all their stationery and cleaning material needs for 2016. A guide will be provided on CEMIS to explain how the stationery and cleaning material requirements must be captured and signed off. |

The Western Cape Education Department (WCED) will place orders for learner and teacher stationery as well as cleaning materials on behalf of all non-section 21 schools in terms of the concluded contracts referred to in the aforementioned circular. |

Schools will only be allowed to order the items listed in the stationery and cleaning catalogues, which were provided previously, via the online process available during May and July 2015. |

Please note that the stationery contract does not provide for the supply and delivery of photocopy paper and printer cartridges. These items, as well as other items not contained in the cleaning material and stationery catalogues, will be procured through quotations invited via the Integrated Procurement Solution (IPS). Schools must submit requisitions (WCED 026 form) in this regard during the period 11 to 15 May 2015. |

Schools will be required to use their Norms and Standards funds to cover all their stationery and cleaning material needs. It is therefore very important for schools to plan carefully in determining how their Norms and Standards funds are managed to ensure the availability of sufficient funds for all learner requirements. |
