1. Section 36(1) of the South African Schools Act, 1996 (Act 84 of 1996) stipulates that the governing body of a public school (fee-charging as well as no-fee paying schools) must take all reasonable measures within its means to supplement the resources supplied by the State to improve the quality of education provided by the school. This may include accepting voluntary contributions from parents.
2. In order to provide clarity on the administration of the issue of voluntary contributions by parents, and to create a culture of benevolence amongst them towards quality education at schools, the Department of Basic Education has issued guidelines with regard to voluntary contributions by parents.
3. Attached is a copy of the guidelines for the implementation and distribution to parents and other stakeholders.
