1. Since the implementation of the Curriculum Assessment Policy Statements (CAPS) from 2011 to 2013, schools selected and ordered their textbooks online via the Central Education Management Information System (CEMIS) using the national catalogues provided by the Department of Basic Education.
2. The Western Cape Education Department (WCED) is currently developing an online system similar to that of the previous online ordering facility, for schools to order additional Grades 1-12 textbooks in preparation for January 2015. This online facility will become available on 21 July 2014.
3. Schools are requested to plan their ordering of textbooks carefully so that all learners receive textbooks for all subjects in January 2015. Please consider planned enrolment for each grade in 2015 and textbook retention when determining the number of additional textbooks to be ordered in July 2014. In determining your planned enrolment for 2015 you should consider your target pass rates for each grade and new enrolments.
4. The Norms and Standards for school funding (Department of Education, 2006) require that textbooks are prioritised in the use of this funding. For this reason Norms and Standards funding should be used for all additional textbooks ordered in July 2014 for use in January 2015.
5. Where schools can substantiate that they will not have sufficient Norms and Standards funding available to purchase their entire additional order, they may apply for WCED assistance. A template in this regard will be provided closer to the time of the online ordering process.
6. Specific details of the online ordering process, including dates, will be communicated to schools by 21 July 2014.
7. Kindly bring the contents of this circular to the attention of all personnel concerned.
