Okuqulethwe yiloo setyhula kuhlala kusebenza nango-2014, ngaphandle kwezi zilungiso zilandelayo:

5. Ukuzaliswa kwezithuba ezipapashiweyo
5.1 Zonke izithuba esele zipapashiwe kuLuhlu lweZithuba lwesebe zinokuzaliswa ngokusisigxina, ngokuxhomekeka ekubeni eso sithuba siyavela kwinani lezithuba zootitshala zika-2014 ezabelwe elo ziko.
5.2 Ukuba isithuba esipapashiweyo sithi singaveli kwinani lezithuba zootitshala zika-2014 ezabelwe elo ziko, eso sikolo asinalungelo lakusifumana eso sithuba yaye eso sithuba siya kuthathwa njengesithuba esipapashwe ngempazamo

6. Ukuzaliswa kwezithuba ezongezelelweyo
6.1 Izithuba ezongezelelweyo zinokuzaliswa kuphela ngokungesosigxina (in a temporary capacity) de kube nge-31 Matshi 2014. 6.2 NgokweSetyhula 0008/2010 makukhethwe kuqala ootitshala abasiwe kwezinye izikolo abangaphezu kwemfuneko (redeployment of teachers in excess) kunye/okanye kufakwe ootitshala abanebhasari yeFunza Lushaka xa kuzaliswa izithuba zeNqanaba 1 zabaqeshwa ngemvumelwano (on contract basis), naphambi kokuba izithuba ezilolu hlobo zipapashwe njengezingenamntu kwiZintlu zeZithuba zesebe (departmental Vacancy Lists). Ngokumalunga noku, kuya kufuneka kwakhona ukuba iinqununu zezikolo zizibhalise izithuba ezingenamntu nezithuba eziza kungabinamntu kumphathi wekomiti yesekethe (circuit team manager) wazo ngokukhawuleza kangangoko kunokwenzeka.

Kwiimeko ezinjengezi, umphathi wekomiti yesekethe makaqinisekise ukuba akukho titshala ungaphezu kwemfuneko okanye unebhasari yeFunza Lushaka ufumanekayo ukuba aqeshwe.
6.5 Abaphathi beekomiti zeesekethe banokukuvuma ukutshintshelwa kwezinye izikolo kootitshala (kungaqalanga kwathunyelwa isicelo sokutshintshelwa kwesinye isikolo kwaNdlunkulu) kwiimeko apho ukutshintshwa kuya kukhuthaza inkqubo yokusiwa kootitshala kwizithuba ezikwezinye izikolo (process of redeployment) o.k.t. apho ukutshintshwa kuya kubangela ukuthunyelwa kotitshala ongaphezu kwemfuneko kwisithuba esingenamntu esixhaswa ngemali kwesinye isikolo. 7. Ootitshala abangaphezu kwemfuneko
7.1 Ootitshala esekuthiwe bangaphezu kwemfuneko, ngokususela kulwabiwo lwezithuba lwangaphambili kunye nangokungqinelana neenkqubo zangaphambili, nabasengaphezu kwemfuneko nangoku, baya kugcina loo meko yabo yokubangaphezu kwemfuneko (retain their in excess status).
