1. In terms of Section 20 of the Employment Equity Act, 1998 (Act 55 of 1998), each department must prepare and implement an employment equity plan that will achieve reasonable progress in addressing employment equity within its workplace.

2. The Western Cape Education Department (WCED) has reviewed its 5-year Employment Equity Plan for 2008-2012, and a revised 5-year Employment Equity Plan, for the period 1 January 2013 to 31 December 2017, has been produced, in line with the requirements of the Employment Equity Act.

3. Purpose of the plan

The purpose of the Employment Equity Plan is to inform all WCED employees of the following:

  • The objectives of the revised Employment Equity Plan
  • Strategies to ensure that the objectives of this plan are achieved
  • The time frames within which the department intends to achieve these objectives
4. Employment equity principles of the plan

  • To ensure that all forms of discrimination, both overt and covert, are ended in order to create a diverse and skilled workforce that can address the organisational challenges of the WCED over the next five-year plan period
  • To ensure that all discriminatory barriers that prevent employees from designated groups from enjoying the same benefits and privileges as other employees are eliminated
  • To ensure the implementation of the Employment Equity Plan by equipping all employees, managers and school governing bodies with an understanding of their role in promoting employment equity and diversity
5. The WCED’s 5-year Employment Equity Plan for 2013 to 2017 is attached.
