1. In November 2012, the Council of Education Ministers approved that the submission of accurate EMIS information must be included as a pre-condition for schools to receive payment of their Norms and Standards funding.
2. The WCED will implement this directive from January 2014 by assessing each school’s information on the CEMIS and providing the principal with a report on the CEMIS, indicating whether the school’s information is or is not compliant for the purpose of paying the Norms and Standards allocation in November.
3. The sign-off facilities on the CEMIS for the SNAP Annual School Survey and quarterly attendance will allow principals to confirm the correctness of information provided by the school. The principal, as institutional CEMIS officer, will be held responsible for the accuracy of this information.
4. The CEMIS information status report will be available at all times from March 2014 and will indicate the school’s compliance status. As errors are corrected, the report will progress towards full compliance for the payment of the Norms and Standards allocation. The WCED would like a particular focus in 2014 on the timeous registration, de-registration and re-registration, as well as the LOLT.
5. The list of information required for the SNAP survey and quarterly attendance returns is listed in Table 1 below:

6. A management report on the WCED’s reporting tool, EduInfoSearch, will be available from March 2014 so that district- and finance officials may view it for the purpose of monitoring and supporting schools to achieve compliancy for the payment of Norms and Standards funding.
7. All enquiries concerning the content of this circular may be directed to the relevant EMIS officials at the education district office or Head Office.
8. Schools in the Western Cape have a good reputation for updating their CEMIS information and we are certain we will not have any reason to withhold Norms and Standards funding in 2014.
