1. Delivery of CAPS textbooks for Grades 7-9 and 12
1.1 During June 2013, schools captured and signed off their CAPS Grades 7-9 and 12 textbook orders on the CEMIS. The Western Cape Education Department (WCED) then placed all these orders with publishers. The textbooks, teacher guides and core readers ordered will be delivered directly to schools between 2 September and 31 October 2013.
1.2 On delivery, principals must ensure that the following is correct on the proof of delivery (PoD): textbook quantities, titles, school address and EMIS number. The PoD must be signed and stamped and the original returned to the service provider to facilitate timeous payment by the WCED.
1.3 A copy of the PoD must be checked against the original textbook order and then filed. Principals must notify their IMG manager in writing if their CAPS textbooks have not been delivered to their school by 31 October 2013.
1.4 The WCED has made every effort to supply the textbooks as selected by the schools. However, in rare instances and where unavoidable owing to budgetary constraints, an alternative textbook will be supplied.

2. Delivery of DBE workbooks for 2014
2.1 The Department of Basic Education (DBE) will once again provide all public schools and applicable special schools with the following workbooks:

  • Grades 1 - 6 Home Language in all languages
  • Grades 1 - 3 Mathematics in language of learning and teaching
  • Grades 4 - 9 Mathematics in English and Afrikaans
  • Grades 1 - 6 First Additional Language in English
  • Grades 1 - 3 Life Skills in language of learning and teaching
  • Grade R (To be delivered separately during October and November 2013)
2.2 The quantity and titles of workbooks to be delivered to each school are based on the CEMIS learner enrolment figures. The delivery schedule containing CEMIS enrolment figures for your school can currently be obtained from the LTSM (CAPS textbooks) webpage on the WCED website. 2.3 Workbook 1 for 2014 (Terms 1 and 2) will be delivered to all schools between 10 September and 5 November 2013.
2.4 A guideline document outlining the procedure prior to and during the delivery of the workbooks is attached as Annexure A to this circular.
2.5 The principal must appoint a senior staff member and a team of assistants to take responsibility for implementing the guidelines prior to and during the delivery of the workbooks.
2.6 Once the workbooks have been checked, the school is required to complete the attached template (Annexure B) to indicate shortages and possible surplus workbooks. This must be e-mailed to the school’s IMG manager by 11 November 2013.
2.7 Shortages will be collated by the district office and forwarded to the DBE, via the WCED Head Office. As soon as the DBE's time frames are confirmed, schools will be informed when shortages will be delivered.

3. It is very important to bring the contents of this circular to the attention of all relevant personnel.
