1. In order to support the implementation of the Curriculum and Assessment Policy Statements (CAPS) in Grades 7 to 9 and Grade 12 in 2014, the Department of Basic Education (DBE) has compiled catalogues of textbooks for these grades.

2. Electronic versions of the DBE’s National Textbook Catalogues for Grades 7 to 9 and Grade12 are attached as Annexures A and B respectively.

3. The Western Cape Education Department (WCED) is not able to fund the purchase of all the required CAPS textbooks for Grades 7 to 9 and Grade12, as foreseen in Circular 0016/2013 (dated 14 March 2013). Schools are therefore required to purchase their Life Orientation textbooks from Norms and Standards or own funds. The WCED will provide schools with the opportunity to order the Life Orientation textbooks through the WCED’s centralised online ordering system. If a school chooses to make this purchase through the online ordering system, the WCED will procure and deliver the Life Orientation textbooks. The amount due will be deducted from the school’s November 2013 Norms and Standards allocations.

4. The following books will NOT be funded by the WCED, but will have to be funded by schools from their Norms and Standards allocation and/or own funds:

  • Core readers, literature anthologies and novels for Home and First Additional Language in the Grades 7 to 9 catalogue
  • Teacher’s guides in both catalogues

Schools will have the option of ordering these books through the WCED’s centralised online ordering system. If a school chooses to purchase the Grade 7 to 9 core readers, literature anthologies and novels for Home and First Additional Language, the teacher’s guides and the Life Orientation textbooks through the online ordering system, the amount due will be deducted from the school’s November 2013 Norms and Standards allocations.

Alternatively, Section 21 schools may order these books directly from publishers or suppliers and settle their accounts from their Norms and Standards allocation and/or own funds.


5. Textbooks for the following subjects are NOT in the Grade 12 National Textbook Catalogue and schools will be notified in due course of alternative resources for these subjects:

  • Agricultural Technology (English and Afrikaans)
  • Dance Studies (Afrikaans)
  • Dramatic Arts (Afrikaans)
  • Information Technology (English and Afrikaans)
  • Xhosa First Additional Language
  • Music (English and Afrikaans)
6. Schools should order their chosen textbooks on the online textbook ordering site created on the CEMIS, which will be active for the period 3 to 14 June 2013. Schools must ensure that their orders are captured and signed off on the CEMIS by 14 June 2013.

7. Details on procedures to be followed when ordering will be communicated to all schools during May 2013.

8. Schools will be provided with an opportunity to view the textbooks in the National Catalogues at textbook exhibitions in selected venues in all education districts from 13 to 30 May 2013. Details of dates, times and venues for these exhibitions will be communicated to schools by the end of April 2013.

9. Kindly print copies of the National Textbook Catalogues and bring them and the contents of this circular to the attention of all relevant personnel.
