1. The national Minister of Basic Education has amended paragraph 145 of the National Norms and Standards for School Funding to make provision for

  1. the recognition of voluntary associations representing school governing bodies (SGBs)of public schools;
  2. contributions to the subscription fees paid by SGBs to recognised voluntary SGB associations; and
  3. funding to recognised SGB associations for the purpose of conductingtraining.
2. These amendments have been published in Government Gazette No. 35617 of 27 August 2012 (copy attached) and come into effect on 1 April 2013.

3. In terms of paragraph 145B of the amended policy, SGBs who are or become registered members of a recognised voluntary SGB association will, from the implementation date of the policy, qualify for contributions towards the payments of the annual subscription fee of the SGB association of which they are a member.
3.1 Below is a list of existing SGB associations and their contact details. School governing bodies who are not yet affiliated to one of these associations and who wish to become a member, may contact any of these organisations for further information.

Should schools be aware of any voluntary SGB association not listed above in their local community or belong to such an organisation, they are requested to inform this department thereof by e-mailing the details of the association to Mr Deon Louw at: Deon.louw@westerncape.gov.za

3.2 The contribution towards subscription fees of a SGB association will not necessarily cover the full annual subscription fee and will not exceed the full subscription fee. Contributions will be calculated as explained in paragraph 145B(c) of the amendments and the transfer of funds will be done in line with paragraph 145B(e).
3.3 The Western Cape Education Department (WCED) is currently developing an online system whereby member SGBs can submit their claims for subscription fee contributions to the department and payments can be made to schools or SGB associations by the WCED. Further information in this regard will be sent to schools in due course.

4. In terms of paragraph 145C of the policy, funds may be made available on certain conditions to recognised SGB associations who wish to train SGB members or groups of SGBs in order to enhance their performance. Note, however, that training offered by SGB associations will not replace departmental training, and the co-operation of SGBs in this regard is important.
