1. Ifunyenwe imvume kwiNtloko yeSebe leMfundo yokubonelela ngezithuba ezabelwe amaziko zabasebenzi abancedisayo benkonzo karhulumente kwizikolo zikarhulumente eziqhelekileyo zika-2013 ngokungqinelana nemimiselo nemigangatho eyaziswe kwiSetyhula 0025 ka-2011. Imimiselo nemigangatho evunyiweyo imi ngolu hlobo lulandelayo:

Abafundi abayi -0 – 200 Isikolo sifumana inkxaso-mali
Abafundi abayi-201 – 400 UMabhalane oyi-1, iForimani eyi-1 noMncedisi oyi-1
Abafundi abayi-401 – 800 UMabhalane oyi-1, iForimani eyi-1 noMncedisi oyi-1
Abafundi abayi-801 – 1200 OoMabhalane aba-2, iForimani eyi-1 naBancedisi aba-2

2. Izikolo zikarhulumente eziqhelekileyo ekunokwenzeka ukuba ziphulukane nezithuba zabasebenzi abancedisayo benkonzo karhulumente ngo-2013 nezinabaqeshwa abaqeshwe phantsi kwemvumelwano (contract employees) kwizithuba ezo zichaphazelekayo, mazingalandisi ithuba leemvumelwano zabaqeshwa abachaphazelekayo lidlule kowe-31 Disemba 2012. Iinqununu mazazise abaqeshwa abaqeshwe phantsi kwemvumelwano (contract employees) ungadlulanga owe-31 Oktobha 2012 ukuba iimvumelwano zabo azisayi kwandiselwa xesha emva koDisemba 2012.
3. Abasebenzi abancedisayo benkonzo karhulumente abaqeshwe isigxina kwizikolo zikarhulumente eziphulukene nezithuba zabasebenzi abancedisayo baya kuhlenga-hlengiswa bafakwe kwizithuba ezingenabantu (matched and placed against vacant posts) kwezinye izikolo, kubandakanywa izithuba ezitsha eziya kudalwa ngo-2013. Inkqubo yokuhlenga-hlengiswa kufakwe abasebenzi kwizithuba ezingenabantu iya kulawulwa zii-ofisi zezithili zemfundo yaye kufuneka igqitywe ungadlulanga owe-30 Novemba 2012. Bonke abaqeshwa abasisigxina abangenakuhlenga-hlengiswa bafakwe kwizithuba baya kubhengezwa njengabangaphezulu kwemfuneko (declared in excess) baze bahlale ezikolweni zabo kungatshintshwa meko zengqesho yabo (conditions of service). Apho kuthi kuvele izithuba ezisisigxina ezingenamntu, abaqeshwa abangaphezulu kwemfuneko (in excess) baya kuqwalaselwa kuqala kwinkqubo yokuhlenga-hlengiswa kufakwe abantu kwezo zithuba phambi kokunika imvume yokuzalisa izithuba ezo ngenkqubo yokuqeshwa phantsi kwemvumelwano.
4. Zonke izithuba ezitsha zabasebenzi abancedisayo benkonzo karhulumente ezingakhange zibe nokuzaliswa ngokwenkqubo yokuhlenga-hlengiswa kufakwe abantu kwizithuba ziya kupapashwa yaye zinokuzaliswa ukususela nge-1 Apreli 2013. Akusayi kuqeshwa bantu phantsi kwemvumelwano (no contract appointments may be made) ngethuba eliqala nge-1 Januwari 2013 ukuya kwi-31 Matshi 2013.
5. Izithuba ezabelwe amaziko zabasebenzi abancedisayo benkonzo karhulumente (public service staff establishments) zango-2013 ziya kupapashwa kwi-Human Capital Leave Management System nge-09 Oktobha 2012. Izikolo zingafikelela kwezi zithuba zabelwe amaziko ngeli ziko lewebhu http://lms.pgwc.gov.za
