1. Amanani ezithuba ezabelwe izikolo ngo-2013
1.1 Kucelwa ufunde iSetyhula yeSebe leMfundo leNtshona Koloni (iSebe iWCED) iSetyhula 0031/2009, yomhla we-28 Agasti 2009, ukufumana inkcazo epheleleyo yemithetho esetyenzisiweyo efanelekileyo nemiqathango esebenzayo malunga nokukhutshwa kwezithuba zootitshala ezabelwa izikolo. Okuqulathwe kuloo setyhula akutshintshanga yaye ke ngoko kusahleli kusebenza naku-2013, ngaphandle kwezi zilungiso zilandelayo:
1.2 Ngokwemiqathango yeNdlela eHlaziyiweyo yoLwabiwo lweZithuba (Revised Post Distribution Model (RPDM)), izikolo zikarhulumente eziqhelekileyo nezikolo zemfundo eneemfuno ezizodwa mazikhutshelwe inani lezithuba zootitshala ezabelwa amaziko qho ngonyaka ungadlulanga owe-30 Septemba wonyaka ongaphambili. 2. Ukwabiwa kwezithuba ezongezelelweyo (additional allocations) (izithuba zenqanaba 1 (post level 1 posts))

Lilungelo leSebe i-WCED ukujongisisa kwakhona (review) ukwabiwa kwezithuba ukuba ingcaciso ngesikolo, njengoko ikwi-CEMIS Online Survey kaMatshi 2012, kufumaniseke ukuba ayichanekanga.


3. Ukuhlaziywa kwezithuba ezabelwe amaziko ngo-2012
3.1 ISebe iWCED labele izikolo eziphantsi kwalo inani lezithuba elinako ukuzihlawulela, ngokungqinelana neRPDM nemiqathango ecaciswe kule setyhula.

4. Ukubalwa ngokutsha kwezithuba ezabelwe izikolo ngenxa yokutshintsha kwenani lobhaliso lwabafundi ngethuba lokuqhubeka kuka-2013
4.1 Lilungelo leSebe i-WCED ukutshitshisa iZithuba zeNqanaba 1 ukuba kukho ukuhla kwamanani obhaliso lwabafundi esikolweni ngethuba lokuqhubeka konyaka u-2013. Kwiimeko ezinjengezi, ootitshala abaqeshwe ngokungesosigxina (in a temporary capacity), baya kutshintshelwa kwizithuba ezikwezinye izikolo. Izithuba ezivunywe ngokusemthethweni zabaqeshwe phantsi kwemvumelwano (Substantive contract appointments) ezenziwe zaqalela nge-1 Apreli 2013, zingaqhubeka de kube yi-31 Disemba 2013, ukuba isikolo sifanelekile ukufumana isithuba sengqesho.
4.3 Silindele ukuba zonke izikolo zibe ziwahlaziyile onke amanani obhaliso azo kwi-CEMIS engadlulanga uLwesibini, we-5 Matshi 2013. 4.5 Izicelo ezenziwa zizikolo kwiSebe iWCED zokudalwa kwezithuba ezongeziweyo kwizikolo zikarhulumente eziqhelekileyo ngenxa yokwanda kwenani lobhaliso lwabafundi okanye ngenxa yezinye iimeko ezingqongileyo (other contextual factors), mazingeniswe ngekhompyutha ngokuzithumela nge-CEMIS. Ezi zicelo mazingeniswe ngethuba elisusela kwi-16 Januwari 2013 ukuya ngo-16:00 ngoLwesibini we-31 Januwari 2013.
4.6 Kucelwa iinqununu ziqaphele oku kulandelayo:

  • Izicelo zokongezelelwa izithuba aziyi kuthathelwa ngqalelo emva kokuphela kwekota yokuqala ngoMatshi 2013.
  • Ukutyunjwa kootitshala kwizithuba ezongezelelweyo zizikolo ebezifake izicelo ngenxa yokwanda kunye/okanye yeemfuno zekharityhulam yesikolo, kungenziwa kuphela emva kokuba kufunyenwe imvume ebhaliweyo evela kwiSebe iWCED.
5. Ukuzaliswa kwezithuba ezipapashiweyo
5.1 Zonke izithuba esele zipapashiwe kuLuhlu lweZithuba lwesebe zinokuzaliswa ngokusisigxina, ngokuxhomekeka ekubeni eso sithuba siyavela kwinani lezithuba zootitshala zika-2013 ezabelwe elo ziko.
5.2 Ukuba isithuba esipapashiweyo sithi singaveli kwinani lezithuba zootitshala zika-2013 ezabelwe elo ziko, eso sikolo asinalungelo lakusifumana eso sithuba yaye eso sithuba siya kuthathwa njengesithuba esipapashwe ngempazamo.

6. Ukuzaliswa kwezithuba ezongezelelweyo

Izithuba ezongezelelweyo zinokuzaliswa kuphela ngokungesosigxina (in a temporary capacity) de kube nge-31 Matshi 2013. Baya kuhlala beqeshiwe sisikolo ngaphaya kwalo mhla kuphela ukuba eso sikolo sisakufanele ukufumana isithuba emva kokubalwa kwakhona okususela kumanani ewonke obhaliso lwabafundi nge-5 Matshi 2013. Ukuqeshwa komntu okwisithuba esongezelelweyo akuyi kugqithela ngaphaya kwe-31 Disemba 2013.


7. Ootitshala abangaphezu kwemfuneko (educators in excess)
7.1 Ootitshala esekuthiwe bangaphezu kwemfuneko, ngokususela kulwabiwo lwezithuba lwangaphambili kunye nangokungqinelana neenkqubo zangaphambili, nabasengaphezu kwemfuneko nangoku, baya kugcina loo meko yabo yokubangaphezu kwemfuneko (retain their in excess status). Imeko yaba titshala iya kusingathwa ngokulandela iimvumelwano ezikhoyo ngoku kunye nemibutho yabasebenzi ekwiBhunga lezeMfundo lezoBudlelane eMisebenzini (ELRC).

8. Imibuzo

Kucelwa ubhekise yonke imibuzo emalunga nale setyhula nemithetho echaphazelekayo kumphathi wekomiti yesekethe (circuit team manager) wakho.


9. Izinto ngokubanzi

Kucelwa wazise okubhalwe kule setyhula bonke ootitshala namalungu ebhunga lolawulo ukuze bakuthathele ingqalelo.
