1. Approval has been obtained from the Head: Education for the provision of public service support staff establishments at ordinary public schools for 2013 in line with the norms and standards communicated in Circular 0025 of 2011. The approved norms and standards are as follows:

0 to 200 learners: School receives a subsidy
201 to 400 learners: 1 Admin. Clerk, 1 Foreman and 1 General Assistant
401 to 800 learners: 1 Admin. Clerk, 1 Foreman and 2 General Assistants
801 to 1200 learners: 2 Admin. Clerks, 1 Foreman and 2 General Assistants
1201 or more learners: 2 Admin. Clerks, 1 Foreman and 3 General Assistants
2. Ordinary public schools that stand to lose public service support staff posts during 2013 and who have contract employees in the affected posts, may not extend the contracts of the affected employees beyond 31 December 2012. Principals must inform contract employees by 31 October 2012 at the latest that their contracts will not be extended after December 2012.
3. Permanent public service support staff at schools where support staff posts have been lost will be matched and placed against vacant posts at other schools, including new posts to be created during 2013. The process of matching and placing will be managed by the district offices and must be finalised by 30 November 2012. All permanent employees that cannot be matched and placed will be declared in excess and will remain at their schools without changes to their conditions of service. In the event that permanent posts become vacant, employees in excess will receive preference for matching and placing into such posts before approval will be granted to fill the posts on a contract basis.
4. All new public service support staff posts that could not be filled through the process of matching and placing will be advertised and can be filled only with effect from 1 April 2013. No contract appointments may be made during the period 1 January 2013 to 31 March 2013.
5. The public service support staff establishments for 2013 will be published on the Human Capital Leave Management System on 09 October 2012. Schools may access these establishments at http://lms.pgwc.gov.za
