1. The responsibility for the management of workbooks and textbooks has been delegated to school principals by the Head: Education. Any request for this function to be delegated to another member of staff must be directed in writing to the IMG manager.

2. As indicated in Circular 0014/2012 (dated 02.05.2012), the Western Cape Education Department (WCED) will supply each learner in the Intermediate Phase and Grade 11 with a textbook per subject for 2013, except for Life Skills in the Intermediate Phase and Life Orientation in Grade 11. These books will be delivered to schools between 1 October and 9 November 2012.

3. Schools that have not received their Intermediate Phase and Grade 11 textbooks by 12 November 2012 must report this to the LTSM Office at e-mail address ltsm@westerncape.gov.za or fax no. 021 467 2612 or telephone no. 021 467 9294.

4. It is expected that there will be a delay in the issuing of the addendum catalogues for the Grade 11 Accounting textbooks in English and the Grades 4 to 6 Natural Science and Technology textbooks. Schools will be notified as soon as the addendum catalogues become available.

5. Orders for Life Orientation and Life Skills Textbooks
5.1 Section 21 Schools

  • Section 21 schools must use their Norms and Standards or own funds for the purchasing of Life Skills textbooks and teachers’ guides in the Intermediate Phase, and Life Orientation textbooks and teachers’ guides for Grade 11.
  • It must be borne in mind that the prices indicated in the national catalogue exclude delivery costs.
  • Section 21 schools must ensure that the Life Skills and Life Orientation textbooks are ordered and delivered to schools before 15 November 2012.
5.2 Non Section 21 schools

The WCED will purchase and deliver to non-Section 21 schools Life Skills textbooks and teachers' guides for the Intermediate Phase, and Life Orientation textbooks and teachers' guides for Grade 11, as ordered on the CEMIS or ISAMS textbook ordering site. These books will be paid for from each school's N&S funds, which are managed by the WCED. Schools can expect the books to be delivered by 15 November 2012.


6. Where required, schools must use their Norms and Standards funds to purchase core and graded readers.

7. Addendum A is a list of approved Afrikaans, English and Xhosa graded readers for Grades 4 to 6. This list is also available on the WCED website under "LTSM (CAPS Textbooks)".

8. Kindly bring the content of this circular to the attention of all relevant personnel.
