1. 2013 staff establishments
1.1 Please refer to Western Cape Education Department (WCED) Circular 0031/2009, dated 28 August 2009, for a full description of the relevant legislative framework and measures applicable to the annual issuing of educator staff establishments to schools. This content of that circular remains in place and is therefore applicable to 2013, except for the following amendments:
1.2 In terms of the measures of the Revised Post Distribution Model (RPDM), ordinary public schools and special public schools must be issued with their annual educator staff establishments by 30 September of the preceding year. Thus, for the 2013 academic year, all educator staff establishments issued to ordinary public schools and special public schools, (as well as all additional posts created for and issued to a public school in 2012 as a result of either increased learner enrolment or the curriculum needs of an education institution), expire on 31 December 2012.
1.3 The educator establishment for 2013 will be published on the Human Capital-Leave Management System (HC-LMS) on 27 August 2012. Schools may access their educator establishments at the following link: http://lms.pgwc.gov.za

2. Additional allocations (Post Level 1 posts)

The WCED reserves the right to review the allocation if the information about a school, as contained in the CEMIS Online Survey of March 2012, is found to be incorrect.


3. Revision of 2013 establishments
3.1 The WCED has distributed the number of affordable posts to institutions under its control, in accordance with the RPDM and the measures set out in this circular.
3.2 Schools will be allowed to request a review of the computation of their educator staff establishment using either their 2012 learner enrolment or confirmed enrolments for 2013. In order for the WCED to carry out the computation, the school will have to submit evidence to the Directorate: Human Resource Management that the WCED was informed in writing, by 1 March 2012, that the school had experienced problems updating its CEMIS information before 6 March 2012. Applications for growth posts will be open from 28 August 2012 to 28 September 2012 and all applications should be done on the CEMIS. No application for growth posts will be considered if not completed on the CEMIS.

4. Recalculation of educator staff establishment owing to change in learner enrolment during 2013
4.1 The WCED reserves the right to abolish Post Level 1 posts if there is a drop in the school's learner enrolment during the course of 2013. In such cases, educators appointed in a temporary capacity will be transferred to posts at other schools. Therefore, when recruiting educators on a temporary basis, school principals must inform applicants that they will be appointed on the understanding that they may have to be transferred to another school if posts are abolished as a result of a drop in learner enrolment.
4.2 All contract appointments may be made only until 31 March 2013. Substantive contract appointments made from 1 April 2013 may be made until 31 December 2013, if the school qualifies for such a post.
4.3 We expect all schools to update their enrolment totals on CEMIS by Tuesday, 5 March 2013. All those schools whose learner enrolments on Friday, 8 March 2013 are less than their learner enrolments of 6 March 2012, will have their educator staff establishments recalculated by 15 March 2013. In cases where the school must lose a post or posts, then the number of substantive contract appointments equal to or fewer than the number of posts the school loses, will not be granted from 1 April 2013.
4.4 In cases where there is an increase in learner enrolment from 1 March 2012 to 31 January 2013, the school will be allowed to apply online, during the period 16 January 2013 to 31 January 2013, for a growth post. The learner enrolment total taken into consideration will be the enrolment total on CEMIS at the time of application.
4.5 Applications by schools to the WCED for the creation of additional posts at ordinary public schools as a result of growth in learner enrolment or other contextual factors, must be submitted online, via the CEMIS. No application will be considered if it is not submitted on the CEMIS. These applications must be submitted during the period 16 January 2013 to 16:00 on Thursday, 31 January 2013.
4.6 Principals are requested to note the following:

  • Applications for additional posts will be considered only until the end of the first school term in March 2013.
  • Nominations by schools of educators for additional posts, applied for as a result of growth and/or curriculum needs of a school, may be made only after written approval has been granted by the WCED.
5. Filling of advertised posts
5.1 All posts that have already been advertised in a departmental Vacancy List may be filled permanently, provided that those posts appear on the 2013 staff establishment.
5.2 Should an advertised post not appear on the 2013 staff establishment, the institution is not entitled to that post and such a post will be regarded as erroneously advertised.
5.3 The stipulation, that an advertised post (particularly a promotion post) may be filled only if it does not create an additional educator in excess, remains in place.
5.4 Should the school principal and the governing body be of the opinion that the post description of the advertised post no longer meets the curriculum needs of the school, they may request the WCED to regard the post as erroneously advertised. A detailed explanation must accompany such a request.

6. Filling of additional posts

Additional posts may be filled only in a temporary capacity until 31 March 2013. They will be retained beyond that date by the school only if the school still qualifies for the post after a recalculation based on 5 March 2013 enrolment totals. The appointment of an additional post-holder may not extend beyond 31 December 2013.


7. Educators in excess
7.1 Educators who have already been declared in excess, based on previous establishments and in accordance with previous processes, and who are still in excess, retain their in excess status. These educators will be dealt with in terms of the prevailing collective agreements of the ELRC.
7.2 These educators in excess (refer to paragraph 7.1 above) may be absorbed into vacancies in the new staff establishment by way of matching and placing.
7.3 Permanently appointed educators must be identified as in excess in terms of Collective Agreement 2 of 2003 of the ELRC.
