The introduction of the Curriculum and Assessment Policy Statements requires textbooks for every subject offered. |

Schools are expected to ensure that every learner has the necessary textbooks for each subject. |

Circular 0014/2012 (dated 02.05.2012) informed schools that the Western Cape Education Department (WCED) will supply Intermediate Phase and Grade 11 learners in public schools with a textbook per subject for all subjects, excluding Life Skills and Life Orientation. |

Schools annually receive Norms and Standards funding based on their learner enrolment and quintile status. At least 50% of this funding should be used for the supply of learning and teaching support materials (see Circulars 0003/2012 and 0004/2012). |

The WCED has selected the following LTSM priorities which should be purchased from the schools 2012 Norms and Standards allocation:
- A Life Skills (Grades 4-6) or Life Orientation (Grades 11) textbook per learner
- Additional teacher guides for Grades 4 to 6 and 11
- The Foundation Phase Phonics Programme from the National Catalogue
- Reading schemes or core readers for Grades 4 to 6 from National Catalogue
- Top-up textbooks for Grades 1 to 3 and 10 from National Catalogue

Please follow the procurement processes for Section 21 and non Section 21 schools outlined in the Norms and Standards Circulars 0003 and 0004/2012, dated 23 January 2012. |

Schools must manage textbook issuing and retrieval efficiently so that textbooks are retained for at least three years. |
