1. AMANANI EZITHUBA EZABELWE IZIKOLO NGO-2012
1.1 Amanani ezithuba ezabelwe izikolo zemfundo eneemfuno ezizodwa sele ebaliwe ngokwemimiselo yokubonelelwa kwezithuba ehlaziyiweyo eyavunywa yiKomiti yeeNtloko zamaSebe eMfundo amaPhondo ngo-2007, nangokwemimiselo eyacetyiswayo yeSebe iWCED nekwavunyelwana ngayo ngo-2007 nemibutho yootitshala kunye nemibutho yamabhunga olawulo ezikolo.
1.2 Izithuba zootitshala ezabelwe izikolo ngo-2012 ziya kupapashwa kwi-HC-LMS nge-16 Septemba 2011. Izikolo zinako ukufikelela kwizithuba zootitshala ezabelwe zona ngokungena kule linki ilandelayo: http://lms.pgwc.gov.za
1.3 Apho isikolo singenako ukufikelela kwi-HC-LMS, eso sikolo singacela uncedo nokuba kukwisikolo esikufuphi naso okanye sicele umphathi wekomiti yesekethe (circuit team manager) ukuba asiprintele izithuba zootitshala ezabelwe sona.

2. IMIQATHANGO (IMIGAQO NGOKUBANZI)
2.1 INDLELA EZIMI NGAYO IZITHUBA (POST STRUCTURE)

2.2 UKUHLELWA KWEZIKOLO (SCHOOL GRADINGS)

Izikolo zihlelwe ngokweMimiselo yokuHlelwa kweZikolo (School Grading Norms) ekwiMvumelwano neMibutho yaBasebenzi 3 ka-2006 ye-ELRC. Kucelwa ufunde kwakhona umhlathi 2.1 apha ngasentla.

2.3 UKUPHELELWA LIXESHA KWEZITHUBA NGE-31 DISEMBA 2011

Ngokwemiqathango yeNdlela eHlaziyiweyo yoLwabiwo lweZithuba (Revised Post Distribution Model), izithuba zezikolo zikarhulumente zemfundo eneemfuno ezizodwa mazikhutshwe kunye nenani lezithuba zootitshala elabelwa la maziko qho ngonyaka phambi kokuphela kukaSeptemba wonyaka ongaphambili. Ngoko ke, kunyaka wezifundo ka-2011, zonke izithuba zootitshala ezakhutshwayo ukongeza kwinani lezithuba zootitshala ezazikho (additional to the fixed staff establishments) kwizikolo zikarhulumente zemfundo eneemfuno ezizodwa, ziya kuphelelwa nge-31 Disemba 2011.

2.4 UKUHLAZIYWA KWEZITHUBA EZABELWE AMAZIKO NGO-2012

Kukho izithuba ezibekelwe bucala zokwanda kwamanani kwizikolo zemfundo eneemfuno ezizodwa. Iinqununu zezi zikolo zinokwenza isicelo phambi kokuphela konyaka wezifundo ka-2011 (2011 academic year) sokuba kuhlaziywe izithuba zootitshala ezabelwe zona ngo-2012. Ukwenzela ukuba kube nokukhutshwa izithuba ezongezelelweyo, kufuneka ii-ofisi zezithili zemfundo ziqinisekise ukuba sele efakiwe kwiCEMIS onke amanani abafundi aqikelelwayo kwezi zikolo lungadlulanga usuku lwe-10 zivuliwe izikolo ngo-2012.

2.5 UKUZALISWA KWEZITHUBA EZIPAPASHIWEYO
2.5.1 Zonke izithuba esele zipapashiwe kuLuhlu lweZithuba lwesebe zinokuzaliswa ngokusisigxina, ngokuxhomekeka ekubeni eso sithuba siyavela kwinani lezithuba zootitshala zika-2012 ezabelwe elo ziko.
2.5.2 Ukuba sithi isithuba esipapashiweyo singaveli kwinani lezithuba zootitshala zika-2012 ezabelwe elo ziko, eso sikolo asinalungelo lakusifumana eso sithuba yaye eso sithuba siya kuthathwa njengesithuba esipapashwe ngempazamo.
2.5.3 Uhlala ungatshintshanga umgqaliselo wokuba isithuba esipapashiweyo (ngokukodwa isithuba sonyuselo-sikhundleni) sinokuzaliswa kuphela xa singadali sithuba sikatitshala ongaphezu kwemfuneko (educator in excess).
2.5.4 Ukuba ithi inqununu yesikolo nebhunga lolawulo lesikolo babe noluvo lokuba inkcazo yesithuba esipapashiweyo ayisazifezekisi iimfuno zekharityhulam yesikolo, bangacela iSebe iWCED lisithathe eso sithuba njengesipapashwe ngempazamo. 3. OOTITSHALA ABANGAPHEZU KWEMFUNEKO (EDUCATORS IN EXCESS)
3.1 Ootitshala esekuthiwe bangaphezu kwemfuneko, ngokususela kulwabiwo lwezithuba lwangaphambili kunye nangokungqinelana neenkqubo zangaphambili, nabasengaphezu kwemfuneko nangoku, baya kugcina loo meko yabo yokubangaphezu kwemfuneko (retain their in-excess status). Imeko yaba titshala iya kusingathwa ngokulandela iimvumelwano ezikhoyo ngoku kunye nemibutho yabasebenzi ekwiBhunga lezeMfundo lezoBudlelane eMisebenzini (ELRC).

4. IMIBUZO

Kucelwa ubhekise yonke imibuzo emalunga nale setyhula (miqathango njl. njl.) kumphathi wekomiti yesekethe (circuit team managers) ochaphazelekayo.


5. IZINTO NGOKUBANZI

Kucelwa wazise okubhalwe kule setyhula bonke ootitshala namalungu ebhunga lolawulo ukuze bakuthathele ingqalelo.
