1. Circulars 0224/2003, 0033/2010 and 0034/2010 have reference.

2. Educational institutions were provided with their approved staff establishments for 2011 under cover of Circular 0033/2010 and Circular 0034/2010, while the process for the placement of excess educators was communicated in Circular 0224/2003.

3. The national Department of Basic Education requires that preference be given to the placement of Funza Lushaka bursary holders and excess educators in vacant substantive educator posts before consideration is given to the recruitment of other suitable unemployed educators.

4. In order to ensure that preference is given to the placement of Funza Lushaka bursary holders and excess educators in vacant substantive posts, the following measures will apply with effect from 1 April 2011:
4.1 The delegation for the approval of the appointment of educators on a contract basis for a closed period will be vested in circuit team managers in the employ of the WCED. Circuit team managers may approve the appointment of educators on a contract basis only for a closed period in the schools for which they are responsible.
4.2 The filling of all Post Level 1 posts is therefore subject to the prior approval of the circuit team manager responsible for the school. This also means that nominations for the appointment of educators on a contract basis should from 1 April 2011 be submitted to the circuit team manager and not to the Head Office of the WCED.
4.3 Preference must be given to the redeployment of educators in excess and/or the placement of Funza Lushaka bursary holders when Post Level 1 posts are filled on a contract basis and before such posts may be advertised as vacant in the departmental vacancy lists. In this regard, it will also be necessary for heads of education institutions to register vacant posts and posts to become vacant with their circuit team manager at the earliest opportunity.
4.4 Other suitably qualified unemployed educators may be considered for appointment to a vacant substantive post only in the absence of suitably qualified educators in excess and/or Funza Lushaka bursary holders.
4.5 Where circuit team managers and heads of institutions are not able to fill a post with an educator in excess or a Funza Lushaka Bursary Holder, the circuit team manager may approve the appointment of the unemployed educator to the vacant substantive post. In such instances, the circuit team manager must certify that no excess educator or Funza Lushaka bursary holder is available for appointment.
4.6 Circuit team managers may also approve transfers to other schools (without referring the request for transfer to the Head Office) in cases where the transfer will promote the process of redeployment, that is, where the transfer will bring about the redeployment of an excess educator to a vacant substantive post. This measure also applies in cases of the placement of Funza Lushaka bursary holders where the transfer will allow for a Funza Lushaka bursary holder to be appointed in the post vacated as a result of the transfer.
