We refer to GMT Circular U2 20/2008, dated 27 October 2008, which indicates that Government Motor Transport is in the process of obtaining comprehensive details of drivers of government-owned vehicles. This is for the purpose of issuing GG vehicles, redirecting traffic offence notifications and establishing a driver database on Fleetman. |

The electronic Fleetman system will not allow transport officers to issue vehicles to drivers if they are not registered on the system. |

The new Administrative Adjudication of Road Traffic Offences Act places a responsibility on vehicle fleet operators to acquire accurate information on drivers, particularly with regards to the implementation of the new de-merit system, which is aimed at drivers who commit traffic offences. The de-merit system will allocate, for example, 10 points to a driver at the beginning of a period and, with every traffic offence, points will be deducted. This can eventually result in a driver's licence being suspended or revoked. |

Heads of offices and sections are therefore requested to ensure that all officials who use government-owned vehicles complete the attached driver database verification form and send it, together with the documents requested on the form, to the WCED Head Office (For attention: Mr J.G. Heath, Room 609). |

Only colour photocopies of the identity document and driver's licence, together with proof of home address, are acceptable. |

The due date for the submission of the driver data base verification forms is 30 November 2011. |

Officials who fail to submit their forms or who are not registered on Fleetman will not be issued with GG vehicles. |
