1. In 1999, the Provincial Cabinet approved the implementation of personnel provisioning scales for public service personnel at ordinary public schools in the Western Cape. In Minute 0017 of 2005, the Department informed school principals that, owing to budgetary constraints, the Western Cape Education Department (WCED) was not in a position to provide a more favourable dispensation. The maximum allocation of support staff to schools at that time was 2 administration clerks, 1 general foreman and 4 general assistants.
2. The norms and standards for support staff at ordinary public schools have been revised during 2011 as some schools' support staff establishments have not changed for some years, despite increased enrolment. This recent revision was based on funds available to the WCED and school enrolment.
3. The following norms and standards for support staff for ordinary public schools have now been approved:

0 to 200 learners: School receives a subsidy
201 to 400 learners: 1 Admin. Clerk, 1 Foreman and 1 General Assistant
401 to 800 Learners: 1 Admin. Clerk, 1 Foreman and 2 General Assistants
801 to 1200 learners: 2 Admin. Clerks, 1 Foreman and 2 General Assistants
1201 or more learners: 2 Admin. Clerks, 1 Foreman and 3 General Assistants
4. The Department will follow a phased implementation of these new norms and standards and will review the schools' establishments annually. New schools' staff establishments will be based on the above norms and standards and will be phased in as follows:

Phase 1: Allocation of administration clerk, general foreman and general assistant posts at schools where no general assistant post exists at present

(This will ensure that education institutions will have a minimum of one general assistant post. The matching and placing will also commence for employees who cannot be accommodated within the newly approved norms and standards.)

Phase 2: Allocation of 2nd and 3rd general assistant posts in terms of the norms and standards to schools that qualify for such posts

All employees who cannot be matched and placed during Phase 1 or 2 will be declared in excess. You are kindly requested to consider excess staff when posts become vacant.
