1. This circular must be read in conjunction with Assessment Management Minute 0009/2010, dated 12 July 2010, which informed all National Senior Certificate (NSC) examination centres about the phasing in of teachers as chief invigilators and assistant invigilators for the NSC examinations.
2. Paragraphs 4.2 and 6 of the above-mentioned minute stipulated that two senior teachers at schools must shadow the chief invigilator during the invigilation of the 2010 NSC examinations, with the aim of taking over the management and invigilation of the NSC examinations at the school after 2010.
3. For the 2011 NSC examinations, one of the two senior teachers must be appointed as the chief invigilator. The other senior teacher must be one of the invigilators at the school.
4. Schools must appoint the chief invigilator of 2010 as a mentor whose duty would be to ensure a smooth transition from the old to the new system.
5. The chief invigilator will work closely with the externally appointed mentor and will perform the duties required of the chief invigilator. Both chief invigilator and mentor will therefore need to be present in the examination venue during each examination session.
6. Teachers must constitute half (50%) of the total number of invigilators for the November 2011 NSC examinations at each school. The remaining half (50%) must be members of the public.
7. Teachers serving as invigilators need not be scheduled to invigilate for the whole of each examination session. They may invigilate for a minimum of one hour, thus minimising disruption of their teaching duties.
8. A teacher who has a child writing the NSC examinations at the same school as where that teacher is employed, must not be appointed as an invigilator.
9. It is imperative that no teacher invigilates the subject that he or she teaches at the school, e.g. during the writing of Physical Sciences, no teacher teaching Physical Sciences may invigilate that examination.
10. The school principal must appoint in writing all teachers who will be serving as invigilators for the NSC examinations. A list of all appointees must be submitted to the district office by 03 August 2011.
11. The principal of the school must ensure that all invigilators (including teachers serving as invigilators) are trained in the execution of their invigilation duties.
12. Training for the school principal, chief invigilator and the mentor will be conducted in September 2011
13. School principals must draw up an invigilation schedule and must submit it to the relevant IMG manager by no later than 18 August 2011. The invigilation schedule should include relief teachers and invigilators for each examination session.
14. IMG managers will provide support for the drawing up of the invigilation roster, if requested.
15. School principals will be held accountable for the proper management and invigilation of the NSC examinations at their schools.
16. The WCED will be grateful for the co-operation of school principals and teachers in this regard.
