1. IZITHUBA EZABELWA AMAZIKONGO 2011
1.1 Inani lezithuba iphondo elinako ukuzihlawulela kwizikolo zemfundo eneemfuno ezizodwa landisiwe ngo-2011 ngezithuba eziyi-35. Oku kuthetha ukuba kukho ngoku izithuba ezili-1749 endaweni yezithuba ezili-1714.
1.2 Izithuba ezabelwe izikolo zikarhulumente zemfundo eneemfuno ezizodwa (special public schools) zibalwe ngokwemigaqo ehlaziyiweyo yolwabiwo lwezithuba (revised post distribution norms) eyavunywa yiKomiti yeeNtloko zamaSebe eMfundo (Heads of Education Committee (HEDCOM)) ngo-2007 nangokwemigangatho ecetyiswayo yeSebe iWCED ekwavunyelwana ngayo ngo-2007 nemibutho yootitshala nemibutho yamabhunga olawulo ezikolo.

2. IMIQATHANGO (IMIGAQO NGOKUBANZI)
2.1 INDLELA EZIMI NGAYO IZITHUBA (POST STRUCTURE)

Ukuma kwezithuba neenkcazo ezikwiMvumelwano neMibutho yaBasebenzi 4/2003 yeBhunga lezeMfundo lezoBudlelwane emiSebenzini (Education Labour Relations Council (ELRC)) kusasebenza nakulwabiwo lwezi zithuba zengqesho zootitshala. Kucelwa uqaphele into yokuba izigqibo ezikolu xwebhu Occupation Specific Dispensation for Educators (OSD) (kwiCollective Agreement 1 of 2008 of the ELRC) azinayo nayiphi na inxaxheba kwindlela ezimi ngayo izithuba zika-2010.

2.2 UKUHLELWA KWEZIKOLO (SCHOOL GRADINGS)

Izikolo zihlelwe ngokweMigangatho yokuHlelwa kweZikolo (School Grading Norms) ekwiMvumelwano neMibutho yaBasebenzi 3 ka-2006 ye-ELRC. Kucelwa ukhangele kwakhona umhlathi 2.1 apha ngasentla.

2.3 UKUPHELELWA LIXESHA KWEZITHUBA NGE-31 DISEMBA 2010

Ngokwemiqathango yeNdlela eHlaziyiweyo yoLwabiwo lweZithuba (RPDM), izithuba zamaziko azizikolo zikarhulumente zemfundo eneemfuno ezizodwa mazikhutshwe kunye nenani lezithuba zootitshala ezabelwa amaziko qho ngonyaka phambi kokuphela kukaSeptemba wonyaka ongaphambili. Ngako oko ke, kunyaka wezifundo ka-2010 (2010 academic year), zonke izithuba zootitshala ezikhutshiweyo ukongeza kwinani lezithuba zootitshala kwizikolo zikarhulumente zemfundo eneemfuno ezizodwa ziya kuphelelwa nge-31 Disemba 2010.

2.4 IZITHUBA ZEETHERAPISTI

Kwabiwe izithuba zeetheraphisti ezine (4) ezongezelelweyo ngonyaka wezifundo ka-2011. Oku kwenza kube zizithuba ezili-140 zizonke ekufuneka zabelwe izikolo zemfundo eneemfuno ezizodwa.

2.5 IZITHUBA ZEESAYIKHOLOJISTI KWIZIKOLO ZIKARHULUMENTE ZEMFUNDO ENEEMFUNO EZIZODWA

Izithuba zeesayikholojisti kwizikolo zikarhulumente zemfundo eneemfuno ezizodwa, apho kusebenzayo oku, ziyinxalenye yezithuba zonyuselo-sikhundleni.

2.6 UKUHLAZIYWA KWEZITHUBA EZABELWE AMAZIKO NGO-2011
2.6.1 ISebe i-WCED labele amaziko aphantsi kolawulo lwalo inani lezithuba elinako ukuzihlawulela ngokungqinelana neRPDM, neengcebiso zeSebe iWCED ekwavunyelwana ngazo nemibutho yootitshala nemibutho yamabhunga olawulo ezikolo nemiqathango ecaciswe kule setyhula. Kuphela ngamagosa asebenza kwiCandelo loLawulo lwaBasebenzi lwangaPhakathi leSebe iWCED anokuprintela isikolo uxwebhu olunamanani ezithuba zengqesho ezabelwe isikolo.
2.6.2 Kukho izithuba ezibekelwe bucala zokwanda kwamanani kwizikolo ezitsha zezakhono. Iinqununu zezikolo zingenza izicelo zezithuba zootitshala ezongeziweyo kwasekuqaleni kunyaka ozayo (o.k.t. emva kosuku lwe-10 zivuliwe izikolo ngo-2011) bakubanje abafundi befikile baza bafakwa kwikhompyutha yeCEMIS.

3. IZITHUBA EZABELWE AMAZIKO NGO-2011
3.1 UKUZALISWA KWEZITHUBA EZIPAPASHIWEYO
3.1.1 Zonke izithuba esele zipapashwe kuLuhlu lweZithuba zeNgqesho lweSebe zingazaliswa ngokusisigxina, ngokuxhomekeka ekubeni isithuba eso sikho kwinani lezithuba ezabelwe iziko ngo-2011.
3.1.2 Ukuba kuthe kanti isithuba eso asikho kwinani lezithuba zootitshala ezabelwe iziko ngo-2011, elo ziko alinalungelo leso sithuba yaye eso sithuba siya kuthathwa ngokuba sipapashwe ngempazamo.
3.1.3 Usaza kuhlala usebenza umgqaliselo othi, isithuba esipapashiweyo (ngakumbi isithuba sonyuselo-sikhundleni) singazaliswa kuphela xa singazi kudala omnye utitshala ongaphezu kwemfuneko.
3.1.4 Ukuba iintloko zamaziko emfundo kunye namabhunga olawulo zithi zibe noluvo lokuba inkcazo yesithuba esipapashiweyo ayisazanelisi iimfuno zekharityhulam zelo ziko, zinokucela iSebe iWCED ukuba lisithathe eso sithuba njengesipapashwe ngempazamo. Isicelo esilolu hlobo masihambe kunye nenkcazo ebanzi yezizathu ezisixhasayo.
3.2 OOTITSHALA ABANGAPHEZU KWEMFUNEKO
3.2.1 Ootitshala esekuthiwe bangaphezu kwemfuneko, ngokususela kulwabiwo lwezithuba lwangaphambili nangokungqinelana neenkqubo zangaphambili, nabasengaphezu kwemfuneko nangoku, baya kugcina loo meko yabo yokubangaphezu kwemfuneko (retain their in excess status). 4. IMIBUZO

Kucelwa ubhekise yonke imibuzo emalunga nale setyhula (imiqathango njl.njl.) kubaphathi beekomiti zeesekethe (circuit team managers).

5. IZINTO NGOKUBANZI

Kucelwa wazise okubhalwe kule setyhula bonke ootitshala namalungu ebhunga lolawulo ukuze bakuthathele ingqalelo.
