1. Izithuba ezabelwe amaziko ngo-2011

Kucelwa ufunde iSetyhula yeWCED 0031/2009 yomhla we-28 Agasti 2009 ukufumana inkcazo ezeleyo yenkqubo-sikhokelo yemithetho echaphazelekayo, iinkqubo nemigqaliselo esebenzayo xa kukhutshwa izithuba ezabelwa amaziko kwizikolo qho ngonyaka. 1.1 ISebe leMfundo leNtshona Koloni (WCED) linenjongo yokuqinisekisa uzinzo olukwelona nqanaba liphezulu (maximum stability) lwezithuba ezifunyanwa sisikolo ngo-2010 nango-2011. 1.2 ISebe iWCED lithathele ingqalelo iitotali zabafundi (learner totals) ezazisetyenziswe ngo-2009 kwi-ESE 2010 (3 Matshi 2009), iitotali zamanani abafundi nge-2 Matshi 2010 kunye neetotali zabafundi nge-30 Juni 2010. Ukuba bekukho ukuhla kakhulu kwamanani (ngo-37 okanye ngaphezulu kwizikolo eziziiprayimari nango-33 okanye ngaphezulu kwizikolo eziziisekondari) kumanani abafundi kwisikolo esithile phakathi kwe-2 Matshi 2010 ne-30 Juni 2010, kusetyenziswe itotali yamanani abafundi yange-30 Juni 2010 kweso sikolo. Ukuba ukuhla kwamanani abafundi bekungaphantsi koku, kusetyenziswe itotali yange-2 Matshi 2010 ukubala itotali yabafundi ye-ESE 2011 kweso sikolo sithile.
1.3 Ukuba aye ehla kakhulu (significant drop) amanani esikolo obhaliso lwabafundi, o.k.t. ngaphezu ko-36, phakathi kwe-3 Matshi 2009 naloo mhla ubusetyenziselwa ukubala itotali yabafundi ka-2011, i-ESE 2011 yesikolo ibalwe ngokunciphisa ngokomlinganiselo (decreasing proportionally) inani lezithuba ngokunxulumene nomlinganiselo wenani labafundi abafundiswa ngutitshala (relation to the learner: educator (L:E) ratio) isikolo esasiwufumene kwi-ESE 2010 yaso.
1.4 Ukuba aye anda kakhulu amanani esikolo obhaliso lwabafundi o.k.t. ngaphezu ko-36, phakathi kwe-3 Matshi 2009 nomhla wokubala itotali yabafundi ka-2011, i-ESE 2011 yesikolo ibalwe ngokwandisa inani lezithuba ngokomlinganiselo wenani labafundi abafundiswa ngutitshala (relation to the learner: educator (L:E) ratio) isikolo esasiwufumene kwi-ESE 2010 yaso.
1.5 Isikolo esafumana isithuba sekhompyutha kunye/okanye seDinaledi kunye/okanye nesithuba sesikolo ekugxilwe kuso kwisifundo esithile (a focus post) ukunye/okanye isithuba seNqanaba leNtlupheko 1 (National Quintile 1 post) kunye/okanye isithuba seSigaba seSiseko ngo-2010 sizifumene kwakhona ezi zithuba naku-2011.

2. UKUZALISWA KWEZITHUBA
2.1 Kubongozwa zonke iinqununu zezikolo namabhunga olawulo ezikolo ukuba zincede zikhethe kuqala ootitshala abangaphezu kwemfuneko nabo bebezuze ibhasari iFundza Lushaka Bursary xa kukho izithuba zengqesho ezingenamntu kwiNqanaba 1 eziza kuzaliswa.
2.2 Izithuba ezingenako ukuzaliswa ngootitshala abangaphezu kwemfuneko nabo bazuze iFundza Lushaka Bursary holders mazipapashwe kwilisti yezithuba zengqesho yesebe ngokukhawuleza.

3. INKQUBO EMAYILANDELWE ZIZIKOLO ZIKARHULUMENTE EZIQHELEKILEYO XA ZISENZA IZICELO ZEZITHUBA EZONGEZELELWEYO KU-2011
3.1 Izithuba ezongezelelweyo zezo zithuba izikolo zikarhulumente eziqhelekileyo ezenza izicelo zazo neziba zezongezelelweyo kwizithuba zootitshala ezabelwe isikolo ngonyaka wekhalenda ka-2011 (ekhutshelwa isikolo ngasinye ngo-2010). 3.2 Kukho iindidi ezimbini zezithuba ezongezelelweyo ekuzezi: izithuba zokwanda kwamanani obhaliso (growth posts) nezithuba zokwanda kwekharityhulam (curriculum posts):
3.2.1 Isithuba sokwanda kwamanani obhaliso lwabafundi sisithuba isikolo sikarhulumente esiqhelekileyo esicela sona ngenxa yokuba kubekho ukwanda okubonakalayo kumanani obhaliso lwabafundi, njengoko kubonisiswe kwiCEMIS kunye nakwirejista yokuhamba isikolo kwabafundi yesikolo ukususela ngoMatshi 2010 (o.k.t. inani lobhaliso lwabafundi lesikolo ngo-2010 njengoko kubonisiwe kwileta yenani lootitshala elabelwe isikolo ngo-2011) ukuya kusuku lwesikolo lwe-10 ngo-2011.
3.2.2 Isithuba sokwanda kwekharityhulam sisithuba isikolo sikarhulumente esiqhelekileyo esifaka isicelo ngenxa yokwanda kwekharityhulam yesikolo (okumavunywe liSebe iWCED) okanye nawuphi na omnye umba wemeko engqonge ezemfundo (contextual educational factor) onokuthintela isikolo sikarhulumente esiqhelekileyo ukuba sifundise ikharityhulam ngendlela eyiyo nangokuyimpumelelo.
3.3 IZITHUBA ZOKWANDA KWENANI LOBHALISO
3.3.1 Izicelo zokwanda kwenani lobhaliso lwabafundi ziya kuthathelwa ingqalelo kuphela ngokusekelwe kumanani obhaliso lwabafundi kwisikolo sikarhulumente esiqhelekileyo njengoko enjalo nge-1 Februwari 2011 (usuku lweshumi lwesikolo), nangokuxhomekeka ekubeni kusekho izithuba ezikhoyo kwelo nani lezithuba zizonke. Isikolo sinokwenza isicelo kuphela emva kokuba inqununu yesikolo ilisayinile inani lobhaliso lilonke lesikolo losuku lweshumi lwesikolo lango-2011. Kufuneka inqununu iqinisekise ukuba inani labafundi eliboniswa kwiCEMIS liyangqinelana nenani labafundi eliboniswe kwiirejista zokuhamba isikolo kwabafundi zika-2011. Umphathi wekomiti yesekethe (CTM) makangqinisise ukuchaneka kwenani eliyitotali yabafundi ababhalisileyo ngosuku lweshumi lwesikolo.
3.3.2 Isicelo sesithuba sokwanda kwenani kufuneka senziwe ngekhompyutha. Isicelo sesithuba sokwanda kwenani lobhaliso esingenziwanga ngekhompyutha asiyi kuthathelwa ngqalelo liSebe iWCED.
3.3.3 Xa isikolo sifaka isicelo sokwanda kwenani lobhaliso, akukho mfuneko yokuba isikolo eso sinike izizathu ezibhaliweyo zokucacisa. Nangona kunjalo, kufuneka isikolo singqinisise ukuba kukho indawo yokufundela eyaneleyo nefanekileyo, katitshala (yootitshala) nabafundi abongezelelweyo. Nakuba kunjalo, iSebe iWCED linokufuna ukuba amagosa esithili semfundo okanye nayiphi na i-arhente eyenye ibale abafundi, ngamnye ngamnye (head count) kunye/okanye itshekishe amanani abafundi.
3.3.4 Isikolo esasenze isicelo sesithuba sokwanda kwekharityhulam esongezelelweyo saza sasifumana ngo-2010 ukulungiselela u-2011 asiyi kufaneleka ukufumana isithuba sokwanda kwamanani obhaliso ngo-2011, ngaphandle kokuba isikolo eso sifanele ukufumana kwizithuba ezingaphezulu zokwanda kwamanani obhaliso ngo-2011 kunenani lezithuba zokwanda kwekharityhulam isikolo esazifumana ngo-2010 ukulungiselela u-2011. Kwimeko elolu hlobo isikolo siya kufumana umahluko kwezo zithuba.
3.4 Ukubala itotali yosuku lweshumi lwamanani obhaliso esikolo, inqununu yesikolo mayiqinisekise ukuba aba bafundi balandelayo bayatshintshwa okanye bayakhutshwa ezincwadini (transferred out or deregistered) kwi-CEMIS yaye bayasuswa kwirejista yokuhamba isikolo kwabafundi yesikolo nakwirejista yokwamkela abafundi yesikolo:
3.4.1 Abafundi abasishiyileyo isikolo okanye abaphumileyo esikolweni ekupheleni kuka-2010 nokuba ngasiphi na isizathu.
3.4.2 Abafundi abafumene isatifikethi sokutshintshwa esikolweni eso.
3.4.3 Abafundi abangayanga esikolweni ngazo naziphi na iintsuku ezilishumi zokuqala zokuhamba isikolo zonyaka wezifundo ka-2011.
3.5 Isicelo sesithuba sokwanda kwenani lobhaliso sesikolo sikarhulumnete esiqhelekileyo siya kuqwalaselwa kuphela phantsi kwezi meko zilandelayo:
3.5.1 Iitotali zamanani abafundi besikolo zihlaziyiwe kwiCEMIS.
3.5.2 Bonke abafundi bafakiwe eziklasini kwaye bekwafakiwe nakwiCEMIS.
3.5.3 Zonke izifundo zabo bonke abafundi esikolweni (mhlawumbi ngaphandle kwabafundi beBakala 10) zifakiwe kwiCEMIS.
3.6 Izikolo zikarhulumente eziqhelekileyo zinokufaka isicelo sezithuba zokwanda kwenani lobhaliso ukususela ngo-16:00 ngoLwesithathu we-19 Januwari 2011 kude kube ngoLwesihlanu we-11 Februwari 2011. Aziyi kuthathelwa ngqalelo izicelo ezifike mva.

4. IZITHUBA ZEKHARITYHULAM
4.1 Izicelo zezithuba zekharityhulam mazenziwe ngekhompyutha kwiCEMIS.
4.1.1 Oku kunokwenzeka ukususela ngo-10:00 ngoMvulo we-4 Oktobha 2010 de kube nguLwesihlanu we-22 Oktobha 2010 ngo-15:00. Akukho sicelo sifike mva siya kuqwalaselwa ukuba singeniswe emva ko-15:00 ngoLwesihlanu we-22 Oktobha 2010.
4.1.2 Ukuba isikolo sifaka isicelo sesithuba sekharityhulam, kufuneka ke ngoko eso sikolo singenise ilisti yamagama neefani zabafundi abatsha ababhalise kweso sikolo ukulungiselela unyaka wezifundo ka-2011, kwakunye nenombolo yeCEMIS yomfundi ngamnye, umhla wokuzalwa, ibakala akulo ngoku, isikolo akuso ngoku (ukuba kufanelekile oku), kwakunye negama lomnye wabazali neenkcukacha zakhe zefoni. Umzekelo uqhotyoshelwe njengesiHlomelo D.
4.1.3 Isicelo esivela esikolweni esingazaliswanga idatha katitshala kwi-QDP ye-HC-LMS asiyi kuthathelwa ngqalelo. Ukufakwa kwedatha epheleleyo makungqinisiswe yi-CTM okanye nguMphathi weze-IMG.
4.1.4 Zonke ezi zicelo zezithuba ezingeniswe ngekhompyutha ziya kusingathwa liSebe iWCED engadlulanga uLwesibini we-30 Novemba 2010.
4.1.5 Izikolo ziya kwaziswa ungadlulanga owe-10 Disemba 2010 ngeziphumo zomjikelo wokuqala wezicelo zazo zekharityhulam.
4.2 Makunikwe izizathu ngokupheleleyo zezicelo zekharityhulam ngencwadi ebhaliweyo.
4.3 Isicelo sesikolo sikarhulumente esiqhelekileyo sesithuba sekharityhulam siya kuthathelwa ingqalelo kuphela phantsi kwezi meko zilandelayo:
4.3.1 Isikolo sinika ubungqina bokuba akukho titshala esikolweni (kubandakanywa nabo bangaphezu kwemfuneko) uya kubanako ukufundisa izifundo okanye isigaba isikolo esifunela sona utitshala.
4.3.2 Iitotali zabafundi zesikolo sele zihlaziyiwe kwiCEMIS kwaye ziyangqinelana netotali yabafundi kuzo zombini iirejista, eyokuhamba isikolo kwabafundi nerejista yokwamkelwa kwabafundi esikolweni. Oku makungqinisiswe yi-CTM okanye nguMphathi weze-IMG.
4.3.3 Bonke abafundi bafakiwe eziklasini kwaye iilisti zeklasi zabafundi zifakiwe kwiCEMIS.
4.3.4 Zonke izifundo zabo bonke abafundi esikolweni zifakiwe kwiCEMIS.
4.3.5 Inqununu yesikolo ingqinile, neCTM yangqina nayo, ukuba kukho indawo eyaneleyo nefanelekileyo katitshala/yootitshala abongezelelweyo.
4.3.6 Isikolo siyihlaziyile idatha yootitshala (abahlawulwa imivuzo yabo liSebe iWCED kwakunye nabahlawulwa yi-SGB) kwiQDP ye-HC-LMS.
4.3.7 Umsebenzi oqeshwe liSebe iWCED ubonisile ukuba yonke idatha yeCEMIS yesikolo ihlaziyiwe, nokuba akukho kuphinda-phindwa kwabafundi yaye kukho irekhodi kwiCEMIS yabo bonke abafundi abakhutshiweyo ezincwadini okanye abatshintshelwe kwezinye izikolo.
4.3.8 Inqununu yesikolo izalise yaza yafaka oku kulandelayo kwiCEMIS:

4.3.9 Inqununu yesikolo izalise yaza yangenisa la maxwebhu alandelayo afumaneka kwiCTM yakho okanye kumlawuli wesithili:

4.3.10 Izizathu ezibhaliweyo ezixhasayo kwiCEMIS mazibonise oku kulandelayo:

  • Ziya kusetyenziswa njani izithuba ezongezelelweyo zootitshala (kubandakanywa nezithuba ezitsha ezenzelwa izicelo)
  • Kungani ootitshala njengangoku bengenako ukufundisa isifundo (izifundo) ezifunelwa izithuba ezongezelelweyo.

Imizekelo yeziHlomelo ezizaliswe ngokupheleleyo yayithunyelwe ezikolweni ngo-2009 kwiNgcaciso eMfutshane yeCandelo loCwangciso lwaBasebenzi 8 ka-2009.

Ukuba unqwenela ukufaka isicelo sesithuba esongezelelweyo, kucelwa uloge kwiCEMIS ngokuklikha Administration uze uklikhe ku-Growth Application okanye Curriculum Application, ngokuxhomekeka kuhlobo lwesithuba osenzela isicelo.
