1. Intshayelelo
1.1 IPhepha 6 loMgaqo-nkqubo ongeMfundo eneeMfuno eziZodwa likaJulayi 2001 (White Paper 6 on Special Needs Education of July 2001) licacisa ukuba inkqubo yemfundo noqeqesho ifanele ukukhuthaza imfundo kumntu wonke ize ibethelele ukuphuhliswa kwamaziko emfundo abandakanya bonke abafundi nanika inkxaso abafundi.
1.2 Ukunika inkxaso inkqubo kazwelonke yemfundo ebandakakanya bonke abafundi (national inclusive education system), iGazethi kaRhulumente 29626, uMgaqo-nkqubo iNational Policy on Assessment and Qualifications for Schools in the General Education and Training Band we-12 Februwari 2007, ucacisa imigaqo yokupasa kwabafundi nokuxolelwa kwabo kwiBakala 9
1.3 Le setyhula yenzelwe ukucacisa iinkqubo zokusingatha izicelo zokuxolelwa kunye nokunyenyiswa kwemiqathango kwiBakala 9.
2. Ukuxolelwa
2.1 Ukuxolelwa kuya kuvunyelwa xa kuthe, ngokususela kwiimfuneko neemeko ezithile zomfundi, kwabonakala ukuba akunakulindelwa ukuba umfundi ahlangabezane nazo zonke iimfuno zokupasa kwelo bakala lichaphazelekayo. Ukuxolelwa kuya kuvunywa kuphela kwiNkalo zeZifundo zoLwimi neMathematika.
2.2 Ukuxolelwa kunokuvunywa kwezi meko zilandelayo:
2.2.1 Umfundi ovela kumazwe angaphandle (immigrant learner): Umfundi makabe namaxwebhu asemthethweni afanelekileyo eSebe leMicimbi yezeKhaya angqina ukuba uvela kwilizwe langaphandle;
2.2.2 Umntwana okanye umfundi oxhomekeke kunozakuzaku omele ilizwe langaphandle (diplomatic representative of a foreign government) elamkelekileyo eMzantsi Afrika;
2.2.3 Umntu/umfundi owabhalisa okokuqala waza wangena kwiSikolo saseMzantsi Afrika kwiBakala 7 okanye kwibakala elingaphezu kwelo;
2.2.4 Umfundi owathi, akuba eqale ukufunda kwisikolo saseMzantsi Afrika, waya kwisikolo esingaphandle koMzantsi Afrika iminyaka emibini nangaphezulu elandelelanayo, emva kweBakala 6 okanye elilingana nalo; kunye
2.2.5 Nabafundi abanazo naziphi na iimfuno zemfundo ezizodwa, kubandakanywa abafundi abangevayo, abafundi abanalo naluphi na uhlobo lwengxaki enkulu emalunga nokwazi ukuthetha (language development) umzekelo, abanengxaki yokufunda bacacise amagama (dyslexia) okanye abafundi abaneengxaki ekubaleni okanye kwimathematika enjenge-dyscalculia.
3. Ukunyenyiswa kwemiqathango
3.1 Ukunyenyiswa kuvunywa ngokususela kwiimfuneko neemeko ezithile zomfundi. Kwiimeko ezininzi umfundi uya kunikwa ixesha elongezelelweyo okanye nayiphi na enye indlela okanye kutshintshwe indlela yokubhala uviwo kulungiselelwe yena ukuze abe nako ukuzalisekisa iimfuno zovavanyo kwelo bakala lichaphazelekayo.
3.2 Abafundi abafanelekileyo ukuba bafumane inkxaso ngaba balandelayo:
3.2.1 Abo baneemfuno zemfundo ezizodwa ngenxa yokukhubazeka, ingxaki yokufunda (learning difficulty), ukungakwazi kufunda (learning disability), okanye ingxaki yokuziphatha (behavioural disorder) nebangela isithintelo ekubeni umfundi abe nokufikelela kwinqanaba lobuphuhlisa iziphiwo zakhe kuvavanyo.
3.2.2 Abafundi abanezithintelo ngokwasemzimbeni, nabathi ukubhala kwabo kube nokuchatshazelwa ziimeko ezichaphazela ukomelela kwezihlunu nokushukumisa izihlahla, kwakunye nabafundi abangenako ukuzisebenzisa kakuhle izandla, iingalo, imilenze, umzimba (trunk) kunye/okanye neentamo zabo.
4. Iinkqubo zokufaka isicelo sokuxolelwa
4.1 Isicelo sokuxolelwa masenziwe ngokukhawuleza emva kokuba umfundi amkelwe esikolweni okuqala eMzantsi Afrika, kungabi ngexesha apho kufuneka umfundi ebhalisele ukuchophela uviwo.
4.2 Makuzaliswe ifom eqhotyoshelweyo (IsiHlomelo A) xa kufakwa isicelo sokuxolelwa kulwimi. Ifom ezaliswe ngokupheleleyo mayihanjiswe kunye namaxwebhu asemthethweni afanelekileyo.
4.3 Abafundi abahlala okwethutyana eMzantsi Afrika bafuna iphemithi yokufunda ekhutshwa liSebe leMicimbi yezeKhaya. Ikopi engqiniweyo yephemithi mayihanjiswe kunye nesicelo sokuxolelwa kulwimi.
5. Iinkqubo zokufaka isicelo sokuxolelwa
5.1 Ukwenza isicelo sokunyenyiswa kwemiqathango, kufuneka ingxelo yengcali yezonyango enika iinkcukacha ezininzi (engekho ngaphezu konyaka omnye yenziwe) evela kugqirha, kwiparamedikhi okanye kwisayikholojisti, kwakunye nobunye ubungqina obuxhasayo (iziphumo zeemvavanyo, iziphumo zokuxilongwa njl.njl.) emayihambe kunye nefom yokwenza isicelo efanelekileyo (IziHlomelo B1 no-B2)
5.2 Kufuneka nengxelo evela kwikomiti enika inkxaso kwezemfundo (educational support team) (EST) yesikolo nebandakanya imbali ngenkqubo yomfundi ezifundweni ubuncinane yeminyaka emibini yangaphambili, kunye nengxelo engongenelelo ngoncedo olwenziwe sisikolo ukunika inkxaso umfundi, kwakunye nobunye ubungqina (iziphumo zeemvavanyo, iziphumo zokuxilongwa njl.njl.) mazihanjiswe kunye nefom yokwenza isicelo efanelekileyo.
6. Ukuvunywa kwezicelo zokuxolelwa nokunyenyiswa kwemiqathango
6.1 Zonke izicelo zokunyenyiswa kwemiqathango nokuxolelwa mazingensiwe ngencwadi ebhaliweyo kumlawuli we-ofisi yesithili semfundo ukuze ziqwalaselwe ngumphathi we-SES, ziqale zidlule kwiinqununu zezikolo.
6.2 Ikopi engqiniweyo yoxwebhu lwesazisi somfundi, yesatifkethi sokuzalwa okanye yephasipothi nazo mazihanjiswe kunye nesicelo.
6.3 Ikomiti enika inkxaso esithilini yecandelo leMfundo eneeMfuno eziZodwa kwisithili ngasinye iya kuqhubeka ukudlala indima isebenzise ubungcali bayo itshekishe ubungqina kwaye iya kuphanda ize iqinisekise ukuba isicelo ngasinye esivunyiweyo sisemthethweni kwaye sifanelekile.
6.4 TUmhla wokuvunywa kokuxolelwa nokunyenyiswa kwemiqathango mawubhalwe kwirekhodi yomfundi kwaye ileta yokuxolelwa/yokuvunywa kwesicelo mayiqhotyoshelwe kwikhadi lerekhodi (record card) ukuba umfundi utshintshela kwesinye isikolo.
6.5 Ileta yesebe yokuvunywa kwesicelo sokuxolelwa nokunyenyiswa kwemiqathango iya kuthunyelwa isuka kumlawuli wesithili semfundo, ithunyelwe ngqo esikolweni ingaphelanga inyanga emva kokuba isicelo singenisiwe kwi-ofisi yesithili semfundo.
6.6 Isishwankathelo sazo zonke izicelo ezivunyiweyo zokuxolelwa nokunyenyiswa kwemiqathango masingeniswe kule dilesi ilandelayo ungagqithanga owe-28 Februwari kunyaka ngamnye.

Kungenxa yeso sizathu ke ukuba kube kwenziwe amalungiselelo awodwa okwamkela uluhlu lwezicelo ezivunyiweyo zokuxolelwa nokunyenyiswa kwemiqathango kude kube ngowe-31 Julayi 2009. La malungiselelo aya kusetyenziselwa kuphela u-2009.
6.8 Ayacelwa amagosa ezithili ukuba asebenzise eli thuba atshekishe izicelo ezangeniswa ngenxa yeNgcaciso eMfutshane yeCandelo leeMvavanyo 0007/2009.
7. Ubhaliso oluchanekileyo lwabafundi kwisistim yeCEMIS luhlala luluxanduva lwenqununu yesikolo.
8. Ayacelwa amagosa, abaphathi bezemfundo nootitshala ukuba baqinisekise ngokuba le ngcaciso ifikelela kubo bonke abathathi-nxaxheba kwaye bayakuqonda okuqulethwe yiyo.
9. Iya kuthakazelelwa intsebenziswano yenu malunga noku.
