1. The Western Cape Education Department (WCED) is committed to the ongoing support and strengthening of the implementation of the National Curriculum Statement, as mandated by national policy (2002), the WCED Literacy and Numeracy Strategy (2006 - 2016) and the Foundations for Learning Campaign (2008 - 2011).
2. To this end curriculum policy books for the Foundation (Grades R to 3) and Intermediate (Grades 4 to 6) Phases have been produced. These books contain the complete National Curriculum Statement (NCS) and National Policy on Assessment and Qualifications for Schools in the GET Band (NPAQ) for each phase. The combination of the NCS Overview, all the NCS Learning Area Statements and the NPAQ in one book, specific to a Phase, provides teachers and officials with easy access to phase-specific policy.
3. The Directorate: Curriculum GET is pleased to announce that these books will be distributed in June 2009 as follows:

  • to all public primary schools: The number of copies of Foundation Phase and Intermediate Phase books delivered to each school has been determined from CEMIS data. There is a Foundation Phase book for each teacher in Grades R to 3 and an Intermediate Phase book for each teacher in Grades 4 to 6, plus one Foundation Phase and one Intermediate Phase book for the principal. Should the number of teachers differ from the number of books provided, principals are requested to complete the attached School Delivery Report.
  • to all education district offices: A schedule providing a distribution breakdown for officials will be forwarded to the education district director.
4. These books do not contain new policy, but existing policy that has been packaged into a phase-specific book. However, since the production of this book, the NPAQ has been amended and these amendments must now also be incorporated. In this regard, refer to Circular 0018-2009: Progression and Promotion Requirements for Grades 1 - 9 as from 2009Annexure A provides the relevant addenda which must be pasted into these policy books.
5. These policy books should be added to the curriculum resource pack that was delivered to each Grade 1 to Grade 6 teacher this year in the form of WCED Work Schedules and Guides (in blue boxes). Each teacher must now receive a policy book to keep with the work schedule. The two go hand in hand - policy being the source document for the work schedules.
6. Grade R teachers must also receive a copy of the Foundation Phase book.
7. These policy books remain the property of the school/education district and must therefore be stamped and entered onto the inventory.
