1. You are referred to Circular 0009/2007, dated 22 March 2007, in which the governing bodies of public schools are requested to submit a table displaying the number of applications received for exemption from the payment of school fees. This request is in compliance with Regulation 3 of the Regulations Relating to the Exemption of Parents from the Payment of School Fees in Public Schools (excluding No-Fees Schools), promulgated in terms of the South African Schools Act (Act 84 of 1996).
2. Principals and chairpersons of governing bodies are once again reminded to submit a provisional table indicating the statistics requested in the above circular by the end of the first school term each year, and a final table on or before 30 November of each year. This request is applicable to all public schools, except those that have been declared no-fees schools. No-fees schools may not charge school fees.
3. However, kindly note that the required statistics must now be submitted to the relevant education district office, and not to the WCED Head Office, as requested in Circular 0009/2007. District offices, in turn, are requested to maintain a database of all information in respect of exemptions from payment of school fees received from public schools. A summary of these statistics (per school) must be forwarded at the end of the fourth school term to Head Office, for the attention of Mr IJ Morkel, at the Directorate: Institutional Management and Governance Planning, Room 1015 Atterbury House, 9 Riebeeck Street, Cape Town, 8000.
4. Kindly bring the content of this circular to the attention of all personnel and governing body members.
