1. You are referred to Circular 0074/1998M of 29 June 1998 and subsequent circulars in which policy on end-of-year functions and time off for Christmas shopping was announced. In order to avoid any confusion amongst staff as to what is allowed, the most important information is repeated below.
2. In addition to the concessions which are normally made at the end of each year. i.e. shorter working hours on the working day before Christmas Day and the working day before New Year's Day, staff members will also be allowed to attend one Christmas luncheon during the Christmas season. This luncheon may take any form, but may not commence earlier than 12:30. Staff are not compelled to return to their offices after the luncheon.
3. No further requests regarding time off for Christmas shopping or attendance at other functions will be approved.
4. It is also essential that arrangements for functions be made in consultation with the line manager (director level) concerned.
5. It is important at this time of the year that the heads of directorates make the necessary arrangements to provide essential services and to see that telephones are answered.
6. Kindly inform all staff under you control of the content of this circular.
