1. The Department of Education has drawn up national guidelines for the election of school governing bodies to ensure conformity in the nomination and election process for governing bodies at public schools in all provinces. As these Guidelines differ from the existing Ameasures for the constitution and functions of governing bodies of public special schools, issued by the Western Cape Education Department (WCED) and which were published in the Provincial Gazette Extraordinary 6001 of 29 April 2003, the measures had to be revised accordingly.
2. A copy of the revised measures published in Provincial Gazette Extraordinary 6554 of 12 September 2008, is attached. These measures replace the measures referred to in paragraph 1 and come into operation from the date of publication.
3. Please bring the contents of this circular to the attention of all other persons concerned.
