The National Policy on the Conduct, Administration and Management of the National Senior Certificate: A qualification at Level 4 on the National Qualifications Framework (NQF) in Gazette 30048 of 6 July 2007 indicates that the National Examinations Irregularities Committee (NEIC) and the Provincial Examinations Irregularities Committee (PEIC) must be established. The PEIC must take responsibility for the handling of assessment irregularities at provincial level.

At the Heads of Education Departments Committee (HEDCOM) meeting held on the 12th of May 2008, HEDCOM endorsed the Inter-Provincial Examinations Committee (IPEC) proposal that each education district should establish a District Assessment Irregularities Committee (DAIC).

The DAIC is an appendage of the Provincial Examinations Irregularities Committee (PEIC) and will operate under the jurisdiction of the PEIC and report to the PEIC on a regular basis. The PEIC will consolidate the inputs from all the DAICs and present a provincial report to the National Examinations Irregularities Committee.

The DAIC will address all assessment irregularities, both at GET and FET levels and will play a major role in the irregularities relating to the CTAs and the Grade 12 assessment.

Attached to this circular, as Addendum A is a guideline on how the DAIC should be established and what the composition and jurisdiction of such a committee should be.

The members of the DAIC will be appointed by the Head of Department, based on recommendations of the district directors and the Head of Examinations and Assessment in the province.

District directors are requested to submit the names of the recommended members of each DAIC to the Director: Assessment Management by 29 August 2008.

Districts are expected to have their DAICs established and fully functional by 30 September 2008.
|

Appropriate communication regarding the functioning of the DAIC must be sent to all schools in the district.

The Directorate: Assessment Management will monitor the establishment of the DAICs from September 2008 onwards.
