The National Cabinet has resolved that all departments should endeavour to align their service boundaries with constitutionally proclaimed municipal boundaries. The Western Cape's Provincial Cabinet has decided to adhere to this resolution and has instructed all its provincial departments to align their service boundaries with the municipal boundaries of the province. The Provincial Cabinet has also resolved to increase the number of EMDC districts from seven to eight (four in the rural areas of the province and four in the metropolitan area of the province).

1. In response to the above resolutions, the management of the Western Cape Education Department (WCED) has resolved to
1.1 delineate the geographical area of the WCED into eight districts to improve service;
1.2 use the term "education district", instead of "education management and development centre district";
1.3 use the boundaries of Category C municipal boundaries in the rural areas as the boundaries of education districts in the rural areas;
1.4 use the ward boundaries in the metropolitan area to form the boundaries of education districts in the metropolitan area;
1.5 use the following names for the eight education districts:
  • Metro North Education District
  • Metro South Education District
  • Metro East Education District
  • Metro Central Education District
  • West Coast Education District
  • Cape Winelands Education District
  • Eden and Central Karoo Education District
  • Overberg Education District
1.6 divide these eight education districts into 49 education circuits as follows:
  • 7 in Metro South Education District
  • 7 in Metro North Education District
  • 6 in Metro East Education District
  • 6 in Metro Central Education District
  • 5 in West Coast Education District
  • 3 in Overberg Education District
  • 7 in Eden & Central Karoo Education District
  • 8 in Cape Winelands Education District)
1.7 ensure a more equitable distribution of educational institutions among the education districts in the greater Cape Town metropolitan area, so as to create a more equitable workload among education district offices (See 2.1 - 2.9 for criteria and factors determining the boundaries of the education districts); and
1.8 assign each educational institution under the auspices of the Western Cape Education Department (except the FET colleges) to an education circuit within an education district.
2. The following criteria and factors were applied consistently when determining the new education district boundaries. (At least ten models were developed before the final boundaries were decided upon.)
2.1 Provincial Cabinet's decision that departments of Provincial Government align their service boundaries with those of local government boundaries, as far as is practically possible
2.2 Poverty within each education district
2.3 Location of each school
2.4 The number of learners within each education district
2.5 The number of schools within each education district
2.6 The number of high schools vs the number of primary schools in each education district
2.7 The types of schools in each education district, e.g. ex-DET, ex-HOR, ex-HOA
2.8 Literacy and Numeracy results of primary schools
2.9 Senior Certificate results of high schools
3. The Minister of Education for the Province of the Western Cape has approved the following:
3.1 That the outer boundaries of the Wards 1, 2, 4, 5, 6, 9, 10, 12, 13, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 32, 36, 39, 70, 101, 103, 104 and 105 in the metropolitan area of the Western Cape Province, within the national boundary of the RSA, form the boundary for the Metro North Education District
3.2 That the outer boundaries of the Wards 3, 7, 8, 11, 14, 15, 16, 17, 83, 84, 85, 86, 87, 89, 90, 91, 92, 93, 94, 95, 96, 97, 98, 100 and 102 in the metropolitan area of the Western Cape Province, within the national boundary of the RSA, form the boundary for the Metro East Education District
3.3 That the outer boundaries of the Wards 31, 40, 41, 42, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 74 and 77 in the metropolitan area of the Western Cape Province, within the national boundary of the RSA, form the boundary for the Metro Central Education District
3.4 That the outer boundaries of the Wards 33, 34, 35, 37, 38, 43, 61, 62, 63, 64, 65, 66, 67, 68, 69, 71, 72, 73, 75, 76, 78, 79, 80, 81, 82, 88 and 99 in the metropolitan area of the Western Cape Province, within the national boundary of the RSA, form the boundary for the Metro South Education District
3.5 That the outer boundaries of the municipalities of Bergrivier, Cederberg, Matzikama, Saldanha, Swartland and West Coast in the rural areas of the Western Cape Province, within the national boundary of the RSA, form the boundary for the West Coast Education District
3.6 That the outer boundaries of the municipalities of Cape Agulhas, Overstrand, Swellendam and Theewaterskloof in the rural areas of the Western Cape Province, within the national boundary of the RSA, form the boundary for the Overberg Education District
3.7 That the outer boundaries of the municipalities of Breede River, Breede River-Winelands, Breede Valley, Drakenstein, Stellenbosch and Witzenberg in the rural area of the Western Cape Province, within the national boundary of the RSA, form the boundary for the Cape Winelands Education District
3.8 That the outer boundaries of the municipalities of Beaufort-West, Central Karoo, George, Kannaland, Knysna, Laingsburg, Langeberg, Mossel Bay, Oudtshoorn, Plettenberg Bay, Prince Albert and South Cape, in the rural area of the Western Cape Province within the national boundary of the RSA, form the boundary for the Eden & Central Karoo Education District
4. You will be informed in writing by your district director of the education district and education circuit in which your educational institution has been placed.
5. Each education district will be managed by a district director and each education circuit will be managed by a circuit team manager (CTM). The CTM will manage a group of officials who will form the circuit team. The circuit team will be responsible for the support, monitoring and evaluation of educational institutions in an education circuit. The principal or manager of each educational institution will be accountable to the CTM for the functioning and management of his or her institution.
6. The implementation date of this circular is 1 July 2008.
7. Your district director will communicate with you shortly to discuss logistical and transitional arrangements for support from your education district office.
8. Kindly bring the content of this circular to the attention of all personnel and governing body members.
