1. According to paragraph (6) of the policy: The National Senior Certificate: A Qualification at Level 4 on the National Qualifications Framework (NQF), subject changes are allowed in the following instances:
1.1 A learner may change one or more subjects in his or her Grade 10 year.
1.2 Learners may change a subject in Grade 11 or 12 if the school deems it in the best interest of the learner to change a subject. The school may take such a decision only after consultation with the Head of Department or his/her delegate.
2. The process for all subject changes in Grades 10 to 12 was explained in Circular 0004 of 2008. The due date stipulated in Circular 0004 of 2008 was then extended to 30 May 2008.
3. As instructional leader, it is the principal's responsibility to ensure that the learners' applications were received and acknowledged by the provincial department of education. A management plan must be in place to ensure that the learners' subjects are correctly registered on CEMIS.
4. As learners are expected to demonstrate competence in all the learning outcomes and assessment standards that would have been covered over a three-year period (Grade 10, 11 and 12), it might put Grade 12 learners at risk to have any more changes approved at this late stage. No more subject changes will therefore be accepted by the WCED after 30 May 2008.
5. School principals and district managers are hereby requested to not allow any more subject changes for Grade 12 learners.
6. In exceptional cases, subject changes might still be allowed in Grade 11, but it must be decided upon through the same process as the Grade 12 process and managed at district and school level.
7. The school will manage subject changes in Grade 10.
8. Kindly ensure that parents, teachers and learners from Grades 10 to 12 are familiar with the content and implications of this circular.
