1. Ukumodareyithwa kweengxelo ezingeniswe ngokumalunga neNkqubo yoPhuhliso noLawulo lweNtsebenzo yaBasebenzi (Staff Performance Management and Development System (SPMDS)) ukulungiselela umjikelo ka-2005/2006 akukagqitywa kodwa sekuza kugqitywa kungekudala. Le setyhula inengcaciso emalunga nenkqubo kunye nokungeniswa kwamaxwebhu/kweengxelo ngokumalunga nomjikelo olandelayo njengoko kucacisiwe apha ngentla o.k.t. ukususela nge-1 Apreli 2006 ukuya kwi-31 Matshi 2007.
2. Ulawulo lwentsebenzo ngokumalunga nabasebenzi benkonzo karhulumente, njengoko kunjalo kootitshala, luyinkqubo eqhubekayo eyenziwayo kwaye kufuneka igqitywe kumjikelo wonyaka. Inkqubo yokulungiselela umjikelo oqala nge-1 Apreli 2006 ukuya kwi-31 matshi 2007, ifana kanye ngqo neyemijikelo yangaphambili (funda iSetyhula 12/2007) kwaye apha kugxininiswa kwakhona awona manyathelo abaluleke kakhulu ukukwenzela lula.
2.1 1 Kubalulekile ukuqaphela ukuba umqeshwa ufumana umvuzo wakhe ngokwenza inkonzo ngokwenqanaba elamkeleke ngokupheleleyo ubuncinane/ elamkeleke ngokwanelisayo. Ukuba intsebenzo yomsebenzi ikwinqanaba elingaphezulu, kuya kusetyenziswa ezi khrayitheriya zilandelayo malunga nokunikwa kwebhonasi yentsebenzo kumjikelo ka-2006/2007:
2.2 Umqeshwa kufuneka agqibe inkonzo engakhange iqhawuke yonyaka omnye kwinqanaba lomvuzo wakhe nge-31 Matshi kuloo nyaka uvavanywayo.
2.3 Iibhonasi zentsebenzo zinikwa ngenxa yomsebenzi ogqithisileyo ngokomgangatho nangokomthamo kumsebenzi owenziwa ngendlela eyamkelekileyo/eyanelisayo. Ngamanye amazwi, kuphela ngabaqeshwa abayingqinileyo intsebenzo yabo njengenegalelo kwinkonzo engumzekelo, abaya kuqwaselelwa ngenjongo yokutyunjelwa ukuba bafumane ibhonasi eyimali (cash bonus).
2.4 Ngokweenkcukacha-manani, kuphela yi-20% yabasebenzi kwiziko abanentsebenzo ephezulu, ekuthi kubo ibe yi-15% ekwinqanaba lentsebenzo encomekayo (4) ne-5% ekwinqanaba elisemagqabini (5). IsiHlomelo I kufuneka sisetyenziselwe le njongo kwaye ukuba isithuba kwifom asanelanga, makongezwe iphepha elahlukileyo okanye amanye amaphepha ahlukileyo.

Nangona ifom yesiHlomelo E ikwayinxalenye yamaxwebhu ovavanyo omqeshwa ngamnye kwaye ikwasekelwe kwintsebenzo yomqeshwa, kugqitywe ekubeni kumjikelo ebhekiselele kuwo le setyhula, makungeniswe kwakhona iifom zesiHlomelo E phambi kokungenisa kwezinye iifom ukwenzela ukuba kube nokuhlawulwa abaqeshwa ngokukhawuleza uchatha wemivuzo oyi-1% emva kokuba kugqitywe ukuhlaziywa amanqwanqwa emivuzo okuya kuqala ukusebenza ukususela nge-1 kaJulayi. Kuyimfuneko kuphela ukuba kuboniswe kwisiHlomelo E ukuba umqeshwa, ngokoluvo lwakho, ufanelekile ukuba afumane uchatha we-1% okanye akunjalo, ngamanye amazwi nokuba ngaba intsebenzo yakhe ibisanelisa nje noko. Ukuba umsebenzi ubunganelisi, makunikwe izizathu ezipheleleyo zokuba kungani na kungavunywa ukuba afumane uchatha we-1%. Zonke iifom zesiHlomelo E ngokumalunga nomjikelo ka-2006/2007 mazingeniswe phambi okanye ngomhla we-31 Agasti 2007 ongowona wokugqibela.
4. Isethi epheleleyo yeefom (kwakunye nesiHlomelo E), nekungenziwa iikopi zayo ngokweemfuno zakho, iqhotyoshelwe apha ukuze izaliswe. Umhla wokugqibela wokungeniswa kwezi fom/ngxelo (kungabandakanywa isiHlomelo E), yi-28 Septemba 2007. Zonke iifom ezichazwe apha ngasentla mazithunyelwe ngeposi okanye zisiwe ngesandla kule dilesi: Personnel Management (Public Service), Room 10-11, 10th Floor, Grand Central Towers, Lower Parliament Street, Private Bag X9114, Cape Town 8000.
5. Bonke abaphathi bamacandelo, iintloko zamaziko emfundo neesuphavayiza zinoxanduva lokungenisa ezi fom zichazwe apha ngentla phambi komhla we-31 Agasti ne-28 Septemba 2007. ISebe leMfundo leNtshona Koloni (WCED) liya kuqhubela phambili ngokumodareyitha nangokuphumeza ezinye iinkqubo emva kwemihla elibekiweyo. Abaqeshwa abangazingenisanga izihlomelo zabo neefom zabo ngale mihla ebekiweyo abayi kuqwalaselelwa injongo yokufumana uchatha wemivuzo nebhonasi yentsebenzo, kwaye kwiimeko ezilolu hlobo, umphathi wecandelo, intloko yeziko lemfundo okanye isuphavayiza, kuya kufuneka ukuba bacacisele umqeshwa (abaqeshwa) ukuba kungani na bengakuthathelanga ingqalelo oko (isizathu: ukuzingenisa emva kwexesha elibekiweyo okanye ukungazingenisi izihlomelo neefom).
6. Okukule setyhula makwaziswe bonke abasebenzi benkonzo karhulumente abaphantsi kolawulo lwakho.
