1. Kucelwa ukuba ufunde ezi Setyhula 0033/2006 nale 0005/2007, ekwakusaziswa kuzo abaqeshwa beSebe leMfundo leNtshona Koloni ngokuqaliswa kwePhakheji yokuQhawula iNkonzo okuQalwa ngaBasebenzi (Employee Initiated Severance Package) (EISP)).
2. I-EISP isebenza kubo bonke abaqeshwa abaqeshwe isigxina, kwaye ayibabandakanyi abantu abaqeshwe okwethutyana okanye abaqeshwe ngemvumelwano okwethuba elimiselweyo (fixed-term contract). Iya kuvumela abo baqeshwa bachatshazelwa yinkqubo yenguqu (transformation) nohlenga-hlengiso ngokutsha (restructuring), abanqwenela ukuyishiya inkonzo karhulumente, ukuba bafake isicelo se-EISP esiya kuthi, ukuba isicelo eso sivunyiwe, kuthathwe ngokuba bakhutshiwe kwinkonzo karhulumente (discharged from service) (funda le Setyhula 0005/2007). 3.1 "Inguqu (Transformation)" iphathelele kwiimeko apho kukho imfuneko yokuba kutshintshwe uhlobo, okanye imeko yokuqhubeka kokuqeshwa komqeshwa ukwenzela ukuphumelelisa imigaqo yokwenziwa kwenkonzo karhulumente kuluntu njengoko iqulethwe kwiSiqendu 195 soMgaqo-siseko, 1996. 4. Ekuqwalaseleni zonke izicelo ze-EISP, kuya kuthathelwa ingqalelo ezi zinto zilandelayo, njengezona khrayitheriya zisezantsi:
  1. Indima edlalwa kukushiya inkonzo yeSebe komqeshwa malunga nokwazi ukwenza kwalo inkonzo (izithuba ezibaluleke kakhulu, izifundo ezinqabileyo, njl. njl.)
  2. Ulwazi lomqeshwa nokufaneleka kwakhe ukuqhubeka nokuqeshwa
  3. Uhlobo ekuthi ngalo ukushiya inkonzo komqeshwa kuxhase inguqu nohlenga-hlengiso lweSebe
  4. Izizathu ezithile ezibangela ukuba umqeshwa enze isicelo
  5. Ukubanako kweSebe ukuhlawula iindleko eziphathelele kwintlawulo yephakheji yokuqhawula inkonzo (EISP), o.k.t. ukubuyisa imali yeNgxowa-mali yoMhlala-phantsi (Pension Fund), intlawulo ayifumanayo akuqhawula inkonzo, intlawulo yekhefu njl. njl.)
  6. Indima edlalwa kukunikwa iphakheji yokuqhawula inkonzo ekuchaphazeleni umoya wokuqhubeka nomsebenzi (morale) kwabanye abaqeshwa
  7. Ngaba umqeshwa lowo ukwisithuba esabelwe iSebe ngokusemthethweni (Department's establishment) okanye ngaba umqeshwa ngumntu owongezelelweyo kwizithuba zeziko
5. INKQUBO YOKUNGENISWA KWEZICELO

Izicelo mazingeniswe ngolu hlobo lulandelayo:

  1. Abaqeshwa mabazalise ifom yokwenza isicelo (isiHlomelo A) eqhotyoshelweyo.
  2. Ifom yokwenza isicelo (isiHlomelo A) ezaliswe iinkcukacha ngokupheleleyo mayingeniswe kumphathi womqeshwa (line manager) (okwinqanaba lomlawuli okanye lentloko yeziko) ngenjongo yokuba loo mntu anike iikhomenti kunye/okanye iingcebiso zakhe. Abaphathi babaqeshwa mababhale iikhomenti kunye/okanye iingcebiso zabo kwiCandelo B lesiHlomelo A.
  3. UMphathi womqeshwa makangenise ifom yesicelo kwi-Ofisi yezaBasebenzi (Personnel Office), ekuya kuba yiyo enoxanduva lokusingatha zonke izicelo iziqhubele phambili.
6. Kucelwa uqinisekise ukuba bonke abaqeshwa bayaxelelwa ngokubhalwe kule setyhula.
