The national Minister of Education has approved the policy document, AN ADDENDUM TO THE POLICY DOCUMENT, THE NATIONAL SENIOR CERTIFICATE: A QUALIFICATION AT LEVEL 4 ON THE NATIONAL QUALIFICATIONS FRAMEWORK (NQF) REGARDING THE NATIONAL PROTOCOL FOR ASSESSMENT (NPA GRADES R - 12).

As from January 1, 2007 the National Protocol for Recording and Reporting (Gazette 29467) must be implemented in all schools.

This protocol applies specifically to Grades 10 -12 and standardises the recording and reporting processes for schools within the framework of the National Curriculum Statement. It also provides a regulatory framework for the management of school assessment records.

The protocol should be read with the following regulatory frameworks and guidelines: The National Curriculum Statement Grades R - 9 (2002) and Grades 10 - 12 (2004), Education White Paper 6 (Special Needs in Education, 2001), Language-in-Education Policy (1997), South African Schools Act (1996), Qualification Framework for the National Senior Certificate and Assessment Guidelines. The Assessment Policy of 1998 is to be revised to accommodate the protocol.

A printed copy of the National Protocol for Recording and Reporting will be posted to schools. (Refer to Curriculum Development Minute DCD/009/2007). The document is being translated into Afrikaans and a copy will be made available to all Afrikaans medium schools in due course.

Kindly ensure that all officials and Grades 10 to 12 teachers familiarise themselves with the content and implications of this policy document.

A comprehensive revised document, National Policy on Assessment and Qualifications in the General Education and Training Band, has been gazetted and will be sent to schools.
