The Provincial Cabinet determined that the education function at places of safety should be transferred from the Western Cape Education Department (WCED) to the Department of Social Services and Poverty Alleviation. This was effected on 1 September 2004.

The WCED and the Department of Social Services and Poverty Alleviation have jointly compiled a protocol for co-ordination and collaboration between the two departments in order to guide their operations and responsibilities in relation to each other.

The Memorandum of Agreement signed by the two Heads of Department is attached for your information and implementation. Enquiries may be directed to the relevant directorates at Head Office.

It will be appreciated if directors and heads of divisions at Head Office and at EMDCs could bring the contents of both this circular and the Memorandum of Agreement to the attention of all relevant staff for their information and implementation.
