1. You are referred to Government Gazette 29311 of 18 October 2006 which contains the Regulations Relating to the Exemption of Parents from the Payment of School Fees in Public Schools, promulgated in terms of the South African Schools Act (Act 84 of 1996). A copy of the aforementioned Government Gazette is attached for your convenience.
2. The above-mentioned regulations, as promulgated by the National Department of Education, came into effect on the date of publication (18 October 2006) in the Government Gazette. Note that the implementation date is 1 January 2007.
3. Please substitute the Exemption of Parents from the Payment of School Fees Regulations, 1998 with the attached regulations. These new regulations apply to all public schools, except public schools that are declared no-fee schools. No-fee schools may not charge school fees.
4. Kindly bring the content of this circular to the attention of all personnel and governing body members.
